Job Title: Program Manager, Office of Medicaid Coordination- Atlanta Pay Grade: N Workplace: Hybrid Travel: Yes, including overnight Job Summary:

The OMC/HSI Program Manager reports to the Director of the Office of Medicaid Coordination and Health Systems Innovation. The OMC/HSI Program Coordinator serves as a supporting expert on Medicaid and Healthcare policy, ensuring activities related to the implementation, fulfillment and reporting of DBHDD Medicaid funded services and supports are performed efficiently and effectively within DBHDD. Additionally, the OMC/HSI Program Coordinator supports the interagency implementation and quality of public sector Behavioral Health and Intellectual and Developmental Disabilities service and product lines.

Duties and Responsibilities:

Directs a diverse range of support, operational, and programmatic activities for a department, agency or facility. Recommends and implements policies and procedures. Directs subordinate managers and staff. The OMC/HSI Program Coordinator organizes with various state public sectors as a partner to:

Design and develop Medicaid products and provide support to the Department of Community Health (DCH) in behavioral health and developmental disability-related innovations;

Coordinate the internal DBHDD teams' response on special Medicaid projects;

Support the Division of IDD and BH in monitoring utilization trends, compliance, and performance of Medicaid programs administered by DBHDD; and

Assist DBHDD programmatic leadership with the development of policy and procedure, clinical criteria, workflows, services and other health documentation and product development activities as needed.

Other duties as assigned.

Specific to special health innovation projects, the OMC/HSI Program Coordinator establishes effective communication and professional working relationships with stakeholders and other involved staff of DBHDD and DCH.

The OMC/HSI Program Coordinator serves as:

Policy content expert to partners on Medicaid innovation and special health projects;

Partner with the programmatic Directors in the Divisions of Behavioral Health and Intellectual and Development Disabilities and Administration to support health and Medicaid innovations;

Coordinator for DBHDD programmatic experts and directors in achieving innovation and special Medicaid projects;

Using project management skills, convenes team members, stakeholders, providers, local governing authorities, advocates, DBHDD and DCH staff as needed to provide pertinent information and provide project status reports;

Monitor current trends, developments and analytics in the healthcare industry including federal legislative and policy proposals for fiscal and operational impacts. Applies pertinent new knowledge to DBHDD programs and policy;

A lead for expertise or research related to existing or emerging Medicaid program innovation and health policy;

Partner with DBHDD and the Medicaid authority on any new Georgia initiatives, including project management for implementations;

Assessment and mitigation of potential gaps and/or opportunities related to behavioral health and/or intellectual/developmental disabilities programs as compared to customer needs and/or payor demands;

Tracker for emerging Centers for Medicare and Medicaid Services (CMS) Grants which benefit DBHDD customers, and spearheading development and implementation of those grants; and

Complete all other duties as assigned.

Required Knowledge, Skills, and Abilities:

Demonstrate ability to complete tasks and assignments independently or with minimal oversight.

Demonstrate ability to work collaboratively, incorporate and/or provide feedback for improvement;

Demonstrate ability to project manage large-scale projects with an array of stakeholders.

Ability to function well in a high-paced, highly visible environment

Knowledge of state, federal and professional standards relevant to the DBHDD programs, services, and operations; and

Demonstrate ability to identify priorities and meet deliverables.

Preferred Qualifications:

Master’s degree from an accredited college or university or higher in Public Health Administration, Political Science, Health Science, Public Policy, Social Work, Sociology, Epidemiology or related field;

Project Management Certification (PPM, Six Sigma, Scrum, Agile); etc.

    Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; or eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; or four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
