Reports to: Director of Clinical Placement and MATCH Program Director
Key Responsibilities:
· Coordinate with and provide technical assistance, training, and policy/programmatic guidance to internal and external stakeholders, including DCH, DFCS, DJJ, Care Management Organizations (CMOs) and other provider agencies to enhance cross agency collaboration.
· Collaborate with the Division of Developmental Disabilities (DDD) to coordinate care for youth with co-occurring behavioral health and developmental disabilities.
· Identify system-level gaps and training needs through active engagement with community and feedback from state partners.
· Support policy and program innovation by compiling and sharing data, tracking outcomes, and promoting best practices.
· Perform other duties as assigned.
Clinical Placement Team Specific Duties:
· Assist with technical assistance, training, and policy/programmatic guidance to internal and external stakeholders, including DCH, DFCS, DJJ, and Care Management Organizations (CMOs).
· Conduct program reviews, and data tracking for core C&A services, including:
o Psychiatric Residential Treatment Facilities (PRTFs)
o C&A Crisis Stabilization Units (CSUs)
o Respite services, transition-aged youth programs, and CSEC residential services
· Monitor and support service delivery through the Crisis Safety Platform (CSP) by:
o Serving as a key point of contact for interagency partners
o Assisting with discharge planning and transitions from closed or terminated providers
o Supporting regional staff with transition planning for youth requiring state-level support
· Act as programmatic officer for designated specialized services, managing contracts, deliverables, and invoicing in accordance with state guidelines.
MATCH Team Specific Duties:
· Monitor, track, and assess referrals to MATCH and other MATCH pilot programs.
· Support program staff with administrative duties such as scheduling, recording meeting minutes, maintenance of programmatic data, etc.
· Serve as a Child and Adolescent (C&A) behavioral health subject matter expert (SME) for the Regional Field Office (RFO) and local communities.
Preferred Skills & Qualifications:
· Bachelor’s degree and 5+ years of professional experience in system-of-care (SOC) planning or youth services, OR an advanced degree (e.g., MSW, MFT, MPH, Psychology) and 3+ years of relevant experience.
· Experience working across multiple systems of care, including behavioral health, child welfare, juvenile justice, and education.
· Experience working with youth diagnosed with Autism Spectrum Disorder (ASD), dual diagnoses, and their families.
· Demonstrated expertise in contract oversight, quality monitoring, and stakeholder engagement
· Strong public speaking, training, and facilitation skills
· Excellent written and verbal communication skills
· High level of initiative, sound judgment, and the ability to work independently
· Familiarity with DBHDD policies, HIPAA compliance, and grievance resolution processes
· Proficiency in compiling reports, analyzing service trends, and recommending program improvement

High school diploma/GED and completion of 90 quarter hours (60 semester hours) at an accredited college or university and four (4) years of job-related experience, which includes one (1) year in a lead worker, team leader or supervisory role; or two (2) year's experience required at the lower level Planner3 (GSP052) or position equivalent. Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
