Bureau of Alcohol, Tobacco, Firearms, and Explosives Supervisory Criminal Investigator (Chief, National Canine Division) in Front Royal, Virginia

Summary The National Center for Explosives Training Research Center (NCETR), National Canine Division (NCD) located in Front Royal, Virgina. The Chief, NCD manages ATF's leaders in the training, research, and development of explosives and accelerant detection canines. Provides comprehensive courses on the ATF canine training methodologies and utilization of explosives and accelerant detection canines, as well as advanced training and deployments. Responsibilities The major duties of the Supervisory Criminal Investigator (Chief, Canine Division) position include, but are not limited to, the following: Conducts short- and long-range planning for overall Division or Branch goals and objectives in response to changes in funding levels, policy changes or legislative changes pertaining to Division or Branch programs and projects. Plans, directs, coordinates, and oversees studies and surveys to evaluate Division or Branch programs and ensure efficiency and economy of operations. Responsible for assessing, developing, and evaluating program goals, needs, operations, and accomplishments. Develops and implements Division or Branch policies, practices and procedures. Advises the Assistant Director and/or Deputy Assistant Director(s) on significant issues or matters pertaining to Division or Branch programs and projects, e.g., the impact of new technology, new initiatives, etc. Requirements Conditions of Employment The requirements listed below must be met by the closing date of the announcement. Key Requirements: Must be U.S. Citizen or National Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file. May be required to serve a one-year probationary period. You must be a current permanent Bureau of Alcohol, Tobacco, Firearms and Explosives employee with competitive status or a CTAP/RPL eligible candidate. Pass drug screening and subject to random drug testing. Suitable for Federal employment determined by background investigation. You must meet all applicable time-in-grade requirements by the closing of this announcement. Qualifications To qualify for the Supervisory Criminal Investigator (Chief, National Canine Division) position at the GS-15, you must meet the following requirements by the closing date of this announcement. Minimum Qualifications To qualify for this position at the GS-15 grade level, candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-14) by the closing date of this announcement. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience must include all of: Developing and implementing Division policies, practices; AND Assessing, developing and evaluating program goals, needs, operations and accomplishments; AND Planning, directing, coordinating and oversee effective development of Division programs; AND Representing the Bureau in inter-agency meetings, conferences and ad hoc committees on Division issues and program initiatives; AND Directing the coordination of projects and programs with management officials in other divisions.
