CITY OF FRESNO Senior Water Systems Telemetry and Distribution Control Specialist in Fresno, California
Under general supervision, performs advanced technical work and complex assignments in the administration, maintenance, and operation of computerized distributed control, telemetry, and other computerized network systems which require extensive technical knowledge, initiative, discretion, and judgment, and provide lead directions to assigned technical staff. Incumbent develops policies and procedures for computer operations; develops and implements strategies for meeting division short and long-term computer-related objectives; prepares consulting services agreements and acts as project manager for contract services.
Duties may include but are not limited to the following:
- Oversees all division computerized information activities including administration,
- programming, database administration, telemetry management, and Instrumentation and
- Control Systems (IC).
- Develops policies and procedures for computer operations.
- Develops and implements strategies for meeting division short and long term computer-related objectives.
- Prepares consulting services agreements and acts as project manager for contract services.
- Performs needs assessments, feasibility studies, and provides recommendations.
- Designs and oversees development of in-house programming efforts; employs various
- computer programming languages to upgrade, configure, and debug new control systems, process sequences, telemetry systems, graphic displays, and data management.
- Coordinates with Information Systems, consultants, and division management to obtain
- efficient and effective use of division's computer-related equipment and systems.
- Administers the division's in-house computer training programs; coordinates with Information Systems for training outside of the division.
- Designs and implements extensions and improvements of the division's automation,
- Instrumentation, Distributed Control Systems, communication systems, interoperability, and data integration.
- Assures adequate inventory of computer-related supplies.
- Assures proper installation, operation, maintenance, and upgrade of all division instrumentation and control systems, and computer hardware and software.
- Provides lead direction to assigned staff. Performs related duties as required.

One vacancy exists in the Department of Public Utilities, Wastewater Management Division.Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period at the Citys discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
The Requirements
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and does not assure a place on the eligibility list.
Two years of experience as a Water Systems Telemetry and Distributed Control Specialist with the City of Fresno.
OR
Graduation from an accredited college or university with a Bachelor's Degree in computer science, engineering, water science, or closely related field;
AND
Two (2) years of increasingly responsible experience in LAN administration, computer programming, Scada/Telemetry system management, distributed control systems, or Process Control Instrumentation.
Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Possession of a valid California Driver's License may be required at the time of appointment. Candidates considered for hire must provide proof of a valid driver's license and current copy of their driving record. Current vacancies at the Department of Public Utilities, Wastewater Management Division requires a valid California Driver's License the incumbent will travel between the main regional facility and the remote north facility as well as activities throughout the city at multiple sewers lift stations.
The selected eligible candidates certified will be required to successfully pass a Department interview and a Department of Justice fingerprint prior to employment with the City of Fresno.
Selection Process
The examination process may consist of the following:
Application review- Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the Oral Examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
Oral Exam - 100%:A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidates knowledge of: personal computers, PLC programming, LAN administration, VAX systems, and associated operating systems and environments; Skill in the use of computer systems and a variety of application software, such as, spread sheets, data base managers, and word processors; Ability to establish and maintain effective working relationships with those contacted in the performance of assigned duties. Candidates must achieve a passing score to qualify for the eligible list.
