Federal Aviation Administration Supervisory Aviation Technical Systems Specialist (Planning and Programming Branch Manager) in Fort Worth, Texas

Summary Serves as Manager, Office of Airports, Airport Planning and Programming Branch, Southwest Region. Responsibilities The incumbent provides oversight and makes recommendations on its programs to the Division Director and Deputy Division Director. The incumbent provides direction to a diverse group of technical professionals, responsible for coordination, oversight and support of planning, environmental and financial programs supporting airports in the national airspace system Responsible for long-range system planning to ensure future airport needs are met. This requires effective use of resources and consultation with ADO managers and other stakeholders. Defines, plans and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies an advanced knowledge of the technical aspect of the work directed, and an advanced knowledge of budget, human resource and other administrative policies and procedures and an advanced understanding of the objectives of the major subdivision. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers and higher-level managers to discuss the status of projects/programs and to plan for the future. Maintains close and continual contact with key representative within the FAA" state and local levels and with intergovernmental offices on complex technical, planning, environmental and financial issues. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program and include; planning. communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave and taking, recommending. Manages the regional planning and programming effort, along with PFC review/approval. Provides oversight and evaluation of ADO program accomplishments in the areas of planning, environmental, and financial programs. Identifies problem areas and initiates action to resolve issues as appropriate. Provides guidance, technical assistance and oversight of all regulatory requirements under FAA Order 5100.38, AIP, FAA Order 5090.5, NPIAS and ACIP; FAA Order5020-1, Noise, FAA Order 5050.4, NEPA, FAA Order5500.1, PFC program, along with Title 14 Code of Federal Regulation (CFR), Part 158 PFC legislation. Assists in determining program needs and makes recommendations for new or amended policies, orders, advisory circulars and procedures for optimizing airport safety, capacity, efficiency and environmental sustainability. Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. This includes working with ADOs, state, city, and county airport stakeholders, and the public on compliance complaints and issues to facilitate informal resolution. This also includes supporting Headquarters on the resolution of formal compliance complaints, technical review of all compliance guidance developed by Headquarters, supporting the ADOs to address any compliance issues that arise in the field and ensuring appropriate land use inspections are performed. Qualifications To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J or FG/GS-14 in the Federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Direct technical or management-level involvement in processes related to civil airport planning, environmental review of civil airport infrastructure development and/or civil airport capital financial processes.
