Summary Participates in the development and implementation of both short-and-long term data analytics plans and policies for systems and operations. Integrates internal administrative policies with the standards and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities such as the Department of Defense, other VISN Medical Centers, and the community at large. Responsibilities This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-12. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Program Management Assessing the effectiveness of informatics products and services to ensure they meet stakeholder needs. Guides the development and implementation of software and processes, ensuring that these tools are available for staff use. Contributes to the enhancement of software, guides process improvement initiatives, and collaborates with colleagues in information technology (IT) to improve patient care. Serves as the expert for all Performance Measures within the healthcare organization. Analyzes, evaluates, advises, and coordinates improvements in the organization's healthcare delivery systems and operations. Prepares reports, which are presented to managers, committees, and the Executive Leadership Team to encourage understanding and acceptance of findings and recommendations. Oversees support services for the organization's accreditation and certification programs/surveys (i.e., EPRP, The Joint Commission, ORYX, IPEC, and SAIL). Technical and Data Management Evaluates content quality and ensures access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the health care system, Indiana Market and VISN 10. Applies advanced techniques such as statistical analysis, machine learning, data visualization, and inferencing to enable decision support. Maintains, monitors, and optimize Power BI and PowerApps dashboards. Ensures data visualizations and applications remain up-to-date, accurate, and aligned with the goals and needs of various stakeholders within the healthcare system. Leverages Microsoft Power Platforms to enable healthcare capabilities and the evolution of technology integrated with the electronic health record (EHR) to deliver quality care. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication, Education and Change Management Optimizes the delivery of care through effective education and communication, innovations in process management, Helps to establish effective clinical and administrative systems, optimize through testing, and integrate standardized workflow processes through education and training of staff, thereby enhancing lifelong learning. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. GRADE DETERMINATION GS-7 A) Education One full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, or Superior academic achievement (S.A.A.)Bachelor's degree from an accredited college or university, or will expect to complete the requirements for a bachelor's degree within 9 months, and meet one of the below requirements. Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.): Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Leads efforts to evaluate program effectiveness or develop performance measures, both to provide data-driven recommendations to leadership. One year of specialized experience equivalent to the GS-11 level in the Federal service which includes: Designs or implements advanced digital solutions using modern analytics (e.g., Power BI) and workflow platforms (e.g., Power Platform, ServiceNow, Salesforce) to create integrated applications, automations, and visualizations. Establishes data practices or applies advanced analytics, both to support decision-making. Leads cross-functional efforts or advises leadership, each focused on major organizational initiatives and improvements. Combination of Education and Experience (applicable to GS-7, GS-9 and GS-11): Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
