Defense Threat Reduction Agency PROGRAM MANAGER (RED TEAM AUTHORITIES AND COORDINATION) in Fort Belvoir, Virginia

Summary This position is part of the Defense Threat Reduction Agency. The position supports the Nuclear Enterprise Directorate. Responsibilities As a PROGRAM MANAGER (RED TEAM AUTHORITIES AND COORDINATION) at the GS-0340-14 some of your typical work assignments may include: The Mission Assurance Red Division conducts threat emulation vulnerability assessments for the Department of War (DoW) to enhance the safety and security of U.S. government mission critical profiles in order to prevent and mitigate threats to the United States and its allies and partners. The incumbent will oversee the work of a multi-disciplined team responsible for conducting up to seven assessments per fiscal year. The incumbent is responsible for overseeing their assigned Red Team Program and integrating the results of the assessments and/or other support products into standardized assessment reports according to the current standard operating procedures. Serves as the program's senior technical authority and representative. Provides expert advice to DTRA leadership and external customers up to the Office of the Secretary of Defense (OSD), Combatant Command, Service, and Agency level, and is responsible for formally defending the team's findings, mitigation strategies, and methodologies in senior leader forums. This includes authoring and presenting correspondence, briefings, and justifications to secure approval and resources. Serves as the primary liaison and lead planner for all external customer engagements. Leads the formal requirements definition process with senior leaders from OSD, Combatant Commands, Services, and Agencies, negotiating and defining the final objectives, scope, approach, and deliverables for a Red Team Project. This culminates in the development and formal approval of a comprehensive Project Plan. In executing their duties, the incumbent must become the Department's subject matter expert on the customer's requirements, have a firm understanding of the resources and capability of the Red Division to achieve these requirements, and oversee the development of the Project Plan to ensure optimal alignment of DTRA resources to meet customer requirements. Serves as the Red Team Subject Matter Expert (SME) on-site for the application of Red Team Ground Authorities as well as the Red Team SME on select red team capabilities and authorities, responsible for developing capabilities packages and authoring justification and coordination requirements documentation for approval of the Office of the General Counsel and Red Division leadership. As the lead for individual assessments, responsible for the identification of risk and the application of risk management to ensure all Red Team activities are legally adjudicated and executable while managing risk to mission, personnel, and facilities. Coordinates and oversees military, government, and contractor subject matter specialists. Directly responsible for managing day-to-day execution and reporting on the efforts of teams of up to 30 personnel. Uses sound judgment to identify and mitigate risk through activities, methods or use of technologies that require additional authorizations. This includes independently evaluating complex situations, weighing potential consequences, and making informed decisions within established guidelines. Responsible for the execution of complex Red Team actions which involves coordinating the Red Team mission with high-level external customers including OSD Offices, Combatant Commands, Services, and Agencies as well as State and Local authorities. Responsible for the approval, disapproval, or forwarding to higher level and/or legal reviewers all assessment execution of mission plans. Represents DTRA in interactions with OSD, Combatant Commands, Services, and Agencies. Develops briefings and products for stakeholders. Provides findings, mitigation strategies and methodologies via correspondence, briefings, memoranda, and other documentation to senior leaders throughout DoD, the interagency, and the federal government at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Identify and mitigate operational risks by utilizing authorized activities, methods, and technologies. Coordinate with external stakeholders, such as military service components, federal agencies, or installation-level leadership. Manage project resources (e.g., budget, personnel, and schedules) for a specific mission or a component of a larger program to ensure it meets established timelines and cost parameters. Prepare and present technical briefings and written reports on plans, findings, methodologies, or risks to mid-to-senior level leaders. Lead a team of technical specialists (e.g., military, civilian, or contractors) in the planning or execution phase of a complex operation or activity. Implement program policies or mission plans by interpreting and applying legal, security, and safety authorities to specific operational scenarios. Assist in the development of mission or project plans by defining objectives, identifying resource requirements, and developing methodologies for assessments. Analyze complex systems, infrastructure, or operational plans to identify potential vulnerabilities and recommend mitigation strategies (Experience must be clearly demonstrated in your resume) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
