Defense Contract Audit Agency Human Resources Specialist (LMER Special Program Manager) in Fort Belvoir, Virginia

Responsibilities Serves as the designated point of contact for awards program, managing program planning, budgeting, and vendor coordination, while guiding the submission and coordination of award packages for leadership. Collects, compiles, and analyzes information gathered from various sources to develop meaningful program data and reports for presentation to and use by senior leaders, supervisors, and colleagues. Coordinator of special agency programs (Awards, EAP, Retirement Training), ensuring all administrative and directional oversight is executed with a focus on meeting the needs and providing direct support to agency employees and leadership. Formulating and presenting recommendations to enhance program operations, update policies, and improve overall productivity based on data-driven evaluation. Applies comprehensive knowledge of HR principles and federal law to advise on and successfully manage complex projects. Requirements Conditions of Employment Must be a U.S Citizen as verified through E-Verify Program Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: managing the full lifecycle of Human Resources (HR) programs; analyzing program data to make data-driven recommendations to leadership; and serving as an advisor on HR principles and program requirements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.
