Otter Tail County Project Manager - Workforce Navigator in Fergus Falls, Minnesota
Otter Tail County is accepting applications for a full-time Project Manager - Workforce Navigator. The Workforce Navigator will develop and advance workforce development priorities in alignment with the strategic plans of the County and the Community Development Agency. A key priority of the position is the management of the Empowered Worker Program, which supports local individuals in overcoming barriers to obtain and sustain employment. The position performs project management duties including program development, program implementation and monitoring, research, community outreach and engagement, marketing, and grant writing/management. Please note: This position is a three year limited term duration position. Examples of Duties: Develops and deploys programs in support of identified community development priorities. Conducts research and program evaluation by implementing data collection, analysis, monitoring, and dissemination protocols. Develops and maintains effective working relationships with diverse groups in promoting community development initiatives for the region. Develops and executes a communication and marketing strategy to effectively generate awareness of the community development programs and available resources throughout Otter Tail County and beyond. Identifies and develops partnership opportunities that would advance the community development goals and strategic priorities of the County and the Community Development Agency. Researches, identifies, secures and maintains grants by monitoring agreements and reporting deadlines. Effectively convenes and facilitates meetings. Performs other duties as assigned. May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan. Supplemental Information: This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2026 starting hourly salary for this position is $72,654 annually depending on qualifications, with career advancement to $109,054.
