Otter Tail County Assistant Finance Director in Fergus Falls, Minnesota

Otter Tail County is accepting applications for a full-time Assistant Finance Director. The Assistant Finance Director works under the direction of the Finance Director to assist with the administration and management of the finance, accounting, payroll, audit, budget, treasury, and long-term financial planning functions for the County. Examples of Duties: Administers the functions of the Finance, Property and License Management service team as directed by the Finance Director in accordance with the guidelines applicable to the Minnesota Statutes as well as the Otter Tail County policies, rules and ordinances. Oversees Finance team; supervises performance and activities of staff, and daily functions within the service team in concert with and in the absence of the Finance Director. Schedules and assigns duties and responsibilities to personnel as designed by the Finance Director. Assists the Finance Director through research, review and recommendations as the need for technological changes within the division arises. Identifies computer software/hardware needs and provides recommendations regarding software/hardware acquisitions utilizing the assistance of the IT Department when necessary; instructs and trains staff on the use of office equipment and technology within the division. Implements training of Finance, Property and License Management service team employees in proper procedures and ensure implementation and follow-through of procedures. Represents the County at various citizen meetings, state and local government meetings and hearings. Provides support and assistance in administering local, state and federal elections ensuring the election administration is in compliance with all applicable local, state and federal laws and regulations. Researches and prepares reports for financial system audits and budget planning. Provides guidance and procedures to department heads regarding the County financial system including performing internal audits of the finance system to ensure accuracy of data. Provides oversight on property tax administration. Ensures compliance with Minnesota Property Tax rules and regulations. Performs other duties as assigned. May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan. Supplemental Information: This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2026 starting salary for this position is $86,965 annually, depending on qualifications, with advancement to $130,374 annually.
