CITY OF FAYETTEVILLE IT Administrative Specialist in Fayetteville, North Carolina

General Purpose

Serve as the principal office/administrative support for the Information Technology (IT) department; oversee and coordinate all administrative functions within the IT department; serve as administrative support for the CIO and IT COO; responsible for handling confidential Human Resource Development reports, as well as technical security information; assist in coordinating the department budget; responsible for monitoring and providing recommendations for necessary budget modifications, resolve highly complex or sensitive administrative customer inquiries and concerns; represent the department on various committees; act as a liaison with other City departments, staff, outside agencies and the general public.

ESSENTIAL DUTIES and RESPONSIBILITIES

  1. Oversee all IT office administration with focus on supporting the Chief Information Officer and IT management team.
  2. Prepare, maintain, and/or review purchase orders, accounts payable, billing statements, and financial records.
  3. Review expenditure reports, prepare and process accounts payable, track and document all payment entries, contact vendors, request invoices, forward and request purchase order information and sales quotes; adjust payments for contracts and purchase orders as required.
  4. Assist in keying and monitoring annual departmental budget and mid-year budget; assist in reviewing budget projections.
  5. Manage various accounts and complete budget revisions as needed.
  6. Request funding for upcoming projects, products, and services.
  7. Review and process all phone bills (long distance and cellular).
  8. Act as the department's Human Resource Development liaison.
  9. Act as the Department's City Safety Committee liaison.
  10. Assist the IT Asset Specialist with purchase order cross checks and equipment check-in and ordering equipment.
  11. Screen visitors and telephone calls and route appropriately; assist customers by providing information concerning IT services, explain IT policies, procedures and guidelines; resolve problems within area of assignment; research information as needed.
  12. Screen incoming mail for content and take appropriate action.
  13. Maintain calendar of activities, schedule appointments and resolve conflicts in scheduling; make all travel arrangements and process travel expense claims.
  14. Schedule, arrange, and coordinate Department activities, meetings, conferences, and various events.
  15. Establish and maintain a variety of records, reports, and files; gather and compile information for various reports to include statistical reports; verify accuracy of information, research discrepancies and record information; maintain files and records; maintain policy and procedure documentation.
  16. Operate a variety of office equipment including copiers, facsimile machines and computers; inputs and retrieves data and text; organizes and maintains disk storage and filing.
  17. Prepare, type, and edit a variety of documents including general correspondence, minutes, agendas, and statistical reports.
  18. Requisition supplies and materials as required. Contact vendors for parts, service and repairs.

NON-ESSENTIAL / SECONDARY DUTIES:

  1. Assist with answering the IT Help Desk line and provide Tier I assistance to callers to include creating icons, setting up printers, and entering support requests in the IT Help Desk tracking software.
  2. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible experience in office support or related work.

Training: Equivalent to an Associate's degree from an accredited college or university with major course work in MIS, business administration, information systems, computer science, or other related field.

KNOWLEDGE, SKI LS and ABILITIES

Knowledge of:

  • Operations, services, and activities of an Information Technology Department.
  • Microsoft applications and simple computer technology including software.
  • Knowledge of JDE Accounting software.
  • Knowledge of budgetary processes.
  • Standard office procedures, methods and computer equipment.
  • Business letter writing and report preparation.
  • Principles and procedures of record keeping.
  • City policies and procedures.
  • English usage, spelling, grammar and punctuation.

Ability to:

  • Provide assistance in the use of computer software.
  • Interpret and explain departmental policies and procedures.
  • Collect and analyze information.
  • Work independently in the absence of supervision.
  • Understand the organization and operations of the City and outside agencies as necessary to assume assigned responsibilities.
  • Perform office support work including establishing and maintaining appropriate records and files, and independently compile information for reports.
  • Operate a variety of office machines including a computer.
  • Perform routine mathematical calculations.
  • Understand and carry out oral and written directions.
  • Communicate clearly and concisely, both orally and in writing.
  • Follow all safety rules and regulations of the Department to which assigned.

SUPERVISION RECEIVED / EXERCISED

  • Receives administrative direction from Chief Information Officer.
  • No supervisory responsibilities.
