Position Overview

Project Managers lead construction, land rehab, and environmental management projects on military training lands and other managed areas from initial planning through completion. They ensure partnerships with U.S. Army Alaska, Air Force installations, and other federal/state agencies, delivering successful outcomes aligned with ITAM (Integrated Training Area Management) and LRAM (Land Rehabilitation and Maintenance) objectives.

Project Managers manage budgets and schedules, and provide direct oversight of in-house construction as well as contractors and vendors. The focus is on sustainable infrastructure that supports military training while protecting soil, water, vegetation, and natural resources.

The goal: Deliver projects on time, on budget, with clear communication maintaining training land functionality and readiness, advancing conservation goals, and complying with environmental regulations.

Key Responsibilities

Management and Communication

  • Serve as direct point of contact for U.S. Army Alaska, Air Force partners, range operations, environmental divisions, and other agencies (e.g., BLM, ADFandG, DNR) throughout projects.
  • Lead planning meetings, site assessments, progress updates, and final walkthroughs.
  • Deliver clear, consistent updates to foster strong, long-term partnerships and resolve issues proactively.
  • Ensure alignment with DoD environmental stewardship, military mission needs, and SWCD conservation priorities.

Project Planning and Execution

  • Direct planning, scheduling, and coordination for horizontal construction and rehab projects, including large-scale gravel placement, road and maneuver trail development/rehabilitation, water crossings, erosion control structures, soil stabilization, and vegetation re-establishment.
  • Manage budgets, timelines, milestones, and resources to meet ITAM/LRAM goals and training land sustainability.
  • Review/approve material selections (e.g., gravel sources, erosion materials, native seed mixes), delegating as needed.
  • Oversee RFIs, submittals, change orders, environmental permits, herbicide applications (for noxious weeds), and documentation.
  • Ensure high standards for quality, safety, and regulatory compliance at all stages.

Team and Contractor Coordination

  • Guide crews, subcontractors, heavy equipment operators, and partners through projects
  • Assign/monitor tasks for efficient workflow on remote training lands, often in challenging Alaska conditions.
  • Coordinate with contractors for timely delivery of gravel, materials, equipment; schedule around military training cycles.
  • Perform regular site visits to assess progress, quality, safety, environmental impacts, and adherence to best practices.

Accountability and Reporting

  • Track progress using project management software, GIS tools (for mapping soils, boundaries, practices), and other systems.
  • Maintain accurate records of land condition improvements.
  • Prepare project recaps, final assessments, and reports for military clients on timelines, budgets, satisfaction, and conservation outcomes.
  • Contribute to broader ITAM/LRAM program efforts, including land assessments, planning, and deliverables.

Qualifications

  • Experience in project coordination/management, preferably in horizontal construction (gravel/earthwork/roads/trails), environmental rehabilitation, conservation districts, or military land projects (ITAM/LRAM highly preferred).
  • Strong leadership, communication, and organizational skills for remote, multi-stakeholder work.
  • Ability to manage multiple projects in Interior Alaska's variable conditions from Fairbanks to Black Rapids.
  • Proficiency with project management software systems, Microsoft Office, and GIS/mapping tools (e.g., for soil/weed mapping).
  • Knowledge of soil science, erosion control, vegetation management, heavy equipment ops, noxious weed control, and federal regs (N PA, Clean Water Act, etc.).
  • Valid drivers license, clean driving record, ability to pass background check (required for military site access).
  • Comfortable working independently in field/remote settings, making decisions, and prioritizing safety.

Employment Requirements

  • Valid OSHA-10-Hour Construction certification (or equivalent; district provides access if needed - complete on own time prior to hire).
  • Valid drivers license with clean record (essential for site access and vehicle use on training lands).
  • Commitment to continued education: Complete at least one approved course every 6 months (e.g., environmental, safety, construction, GIS topicsprovided at no cost, on own time).
  • Willingness to work in remote military training areas, with potential for overtime and year-round field exposure.

What We Offer

Competitive pay: $86,450 - $120,000/year (based on experience in horizontal/conservation/military projects).
