Under limited supervision the Community Development Representative resolves a full range of community, economic, and workforce development issues by evaluating, implementing, and administering agency grant programs ensuring alignment with agency goals and compliance with policies and state statutes.

This position interprets state and federal programs, policies and regulations; and directs local community analysis of needs and strategies for community, economic, and workforce growth. This position reviews and evaluates grant applications; determines funding priorities and makes budget recommendations; and monitors grantee progress and performance. The Community Development Representative has administrative oversight of agency grant making and coordinates innovative community development strategies to ensure that the long-range goals of the region and the agency are met.

This position is located in Eveleth, MN with the eligibility for a hybrid work schedule. If approved for telework, the incumbent will be required to complete a telework agreement.

This position will require reporting to the primary work location up to four (4) days per week during the probationary period, and a minimum of three (3) days per week on a regular bases.

Occasional travel is required.

Qualifications:

Minimum Qualifications

  • Two* (2) years of professional experience designing and implementing rural and urban community development programs in the areas of economic development, real estate financing, housing, public facilities, and other capital improvements.

*Bachelor’s degree in business administration, communications, organizational development or other closely related field as determined by the agency can substitute one (1) year of experience; Master’s degree substitutes for eighteen (18) months of experience.

  • Knowledge of administering grants programs.

  • Knowledge of local government structure and problems in both rural and urban areas sufficient to design and implement appropriate community development programs

  • Knowledge and skill in research activities, issues and opportunities in community development sufficient to advise and assist communities to meet current and future needs.

  • Exceptional strong, persuasive oral and written communication skills, with the ability to communicate clearly and professionally both verbally and in writing.

  • Interpersonal skills and abilities to form partnerships and work cooperatively and effectively with both private and public entities, groups and organizations.

  • Experience working with a diverse clientele including the commitment to equity and diversity in the work environment.

  • Valid MN Driver’s License.

Preferred Qualifications

  • Knowledge and experience working within the Taconite Assistance Area as defined by MN Statutes Section 273.1341 (the agency’s statutorily defined service area).

  • Knowledge of federal, state, county, and local housing and community development programs, funding sources, regulatory requirements, and compliance as they relate to regional economic growth and workforce housing initiatives.

  • Experience in designing and implementing community development programs in more than one of the following areas: economic development, real estate financing, housing, public facilities, and other capital improvements.

  • Knowledge in planning and evaluation methods to support effective implementation and continuous improvement of agency community and economic programming.

  • Ability to develop, manage and evaluate complex programs, ensuring alignment with agency goals and compliance with agency policy and statute.

  • It is the policy of the Department of Iron Range Resources & Rehabilitation that all employees submit to an employment and criminal background check prior to employment.

  • In accordance with the Department if Iron Range Resources & Rehabilitation's Fleet Safety Program, employees driving on agency business who use a rental or state vehicle shall be required to conform to Department of Iron Range Resources & Rehabilitation's vehicle use criteria and consent to a Motor Vehicle Records check.

  • If approved for telework, the employee would be required to complete a telework agreement. This is subject to change with notice.
