SALARY: $122,854.37 - $150,094.00 per year

SUMMARY: Under the policy and administrative direction of the White Pine County Commissioners, serves as department head of the Finance Department, plans, organizes, directs, and controls accounting and fiscal management activities of the County. The employee in this position is an at-will employee appointed by and serves at the pleasure of the County Board of Commissioners.

MINIMUM/PREFERRED REQUIREMENTS:

Principles and practices of management and supervision, including but not limited to developing team, motivating employees, employee training and discipline, goal setting and program development;

Generally accepted accounting principles as prescribed by the Governmental Accounting Standards Board, with emphasis on governmental and fun accounting including methods of financial reporting and financial statement preparation.

Principles of financial auditing

Principles of budget preparation and administration;

Methods, supplies, and equipment used to conduct department programs and provide department services;

Laws, regulations, and policies that pertain to local government accounting and financial management including but not limited to Nevada Revised Statutes as they relate to accounting, budgeting, purchasing, financial reporting and labor negotiations; and

Current information technology applicable to government financial and human resources management.

Supervise programs, projects and staff;

Train others providing professional development;

Planning, organizing and administering a comprehensive financial management and reporting program;

Establishing and maintain effective working relationships;

Develop effective teams to complete goals; and

Comprehend financial and audit processes;

Effectively administer projects and operations consistent with federal, state, and County policies and regulations;

Work effectively under the pressure of deadlines and conflicting demands;

Plan, direct, and evaluate the work of assigned staff;

Analyze policies, activities, and methods;

Collect, interpret, and evaluate narrative and statistical data pertaining to policy, fiscal, and department operation matters;

Document actions and observations;

Design and document procedures;

Project the consequences of proposed actions;

Implement administrative policies and work programs consistent with County policies and goals;

Understand, interpret, and apply laws and regulations;

Select appropriate alternatives from among those available;

Present findings, recommendations, and policies to individuals and groups in an understandable and persuasive manner;

Communicate effectively in writing on matters related to department policies, funding, and operations;

Establish and maintain effective working relationships with all levels of County staff, elected and appointed bodies, and members of the general public;

Consult with and advise staff of work procedures and problem resolution;

Gain cooperation through discussion and persuasion;

Instruct staff in the requirements of the job;

Train staff in the methods of the job;

Evaluate work products and job behavior;

Provide feedback to employees regarding work products and job behavior;

Impose or effectively recommend disciplinary actions;

Select individuals for hire and duty assignments;

Monitor expenditures to assure compliance with budgets;

Estimate budget needs;

Write justifications for funding requests; and

Account for variances between projected and actual expenditures.

Ability to travel to attend meetings and hearings outside of the Ely area.
