U.S. Coast Guard Contract Specialist, GS-1102-09/11/12 Direct Hire in Elizabeth City, North Carolina
Summary This position is located in the Department of Homeland Security, United States Coast Guard, Aviation Logisitcs Center (ALC), Chief of Contracting Office, Elizabeth City, North Carolina. Responsibilities This position is responsible for procuring aviation related supplies and services to ensure availability of aircraft parts and services necessary to support mission targets. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. At the full performance level of GS-12, typical work assignments include: Serving as a contract specialist responsible for the full range of pre-award and post-award procedures to plan and conduct the acquisition process from the description of the requirements through final delivery. Reviewing requests and analyzing the requirements, recommending specific revisions to the statement of work or specifications, deciding on the type of contract, milestones and procurement plan. Negotiating contract terms and conditions including quality/air worthiness, pricing, delivery schedules and vendor incentives for good performance. Conducting pre-solicitation communications with vendors and evaluating vendor bids/offers. Performing cost/price analysis; evaluating contractor performance; resolving scheduling problems, verifying deliveries, and monitoring inspection and acceptance. The GS-09 and GS-11 are developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-12 level. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Qualifications Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
