Animal and Plant Health Inspection Service Supervisory Facility Operations Specialist in Edinburg, Texas
Summary You will serve as the Supervisory Facility Operations Specialist responsible for installation management functions encompassing operations, utilities, construction, remodeling, and maintenance in support of specialized labs, plant inspection station and specialized insect production facilities. Responsibilities The duties may include, but are not limited to: Serves as an expert and representative in matters involving existing facilities or proposed new facilities, and develops multi-year planning goals and objectives. Conducts regular and recurring studies and reviews relating to FO facilities and leases in order to evaluate the effectiveness of installation operations from the standpoint of utilities management. Provides facility management direction and planning for building and grounds operation, utility services, construction, maintenance and/or rehabilitation of buildings to special facilities. Collaborates on a continuing basis with the Facility Unit Directors in the development of operational procedures to affirm ongoing viability of various insect quarantine and security areas. Tracks progress of leasing actions and payments associated with these actions and ensures these costs are captured and funding is available in the appropriate budget cycle. Ensures inspections, audits, and special studies are conducted to evaluate compliance with APHIS safety and health policies and standards of the Federal Occupational Safety and Health Act (OSHA). Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Managing construction, maintenance and repair to support sustainment, restoration, or modernization of facilities and space management. Meeting with representatives or architectural/engineering firms to develop plans for new construction and major renovations. Budgeting processes for facility and space management to include construction cost used in justifications and allocations to maintain the viability of existing facilities. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
