COUNTY OF VILAS Family Services Unit Supervisor in EAGLE RIVER, Wisconsin

JOB REQUIREMENTS: Job Summary: This position works in conjunction with the Social Services Manager (Family Services Unit Manager) to provide administration and leadership to the programs administered by the Family Services Unit. The position assists the Family Services Manager with the development and implementation of short and long-range planning, operations, programming and supervision of staff and acts on behalf of the Family Services Unit Manager in his/her absence. The position ensures the unit has an adequate staff-to-supervision ratio. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Partners with the Family Services Unit Manager to provide leadership and oversight that promotes and enhances the operation of the Family Services Unit and ensures recommended staff to-supervision ratio. 2. Supervision includes services provided to children, families and vulnerable adults affected by abuse or neglect, youth justice clients in need of protection and services, or delinquency, and foster care families. 3. Provides support to all staff in the Unit, including training, coaching, case consultation, technical assistance, resource identification, management/resolution of client issues, and response to employee needs. 4. Assists Family Services Unit Manager with performance evaluations and implementation and monitoring of performance improvement plans. 5. Along with the Family Services Unit Manager, acts as a lead screener for child protection, child welfare, youth justice and adult protective service reports, followed by assignment of those cases to the appropriate staff member(s). 6. Along with the Family Services Unit Manager, reviews and approves all e-WISACWIS functions including access reports initial assessments, safety and permanency plans, court reports, foster care licensing and placement requests, and timely/accurate case note documentation as well as ensuring that cases in the e-WISACWIS system are not accessed without proper authority. 7. Provides back-up direct service case management as needed for child and adult protective services and/or youth justice clients in the event of vacancies or prolonged FMLA absences. 8. Prepares required statistics, reports, plans, budgets and reports for assigned programs as directed. 9. Participates in continuing professional development as a supervisor. 10. Promotes interagency cooperation and teaming on shared cases. 11. Represents the agency in community, regional and state-level meetings related to agency programs. 12. Strictly follows federal and state laws and regulations, as well as county and departmental policies and procedures regarding information privacy, confidentiality and security. 13. Participates in the Vilas County Emergency Management Plan as needed and directed by the plan. 14. Other duties as assigned. ***** OTHER EXPERIENCE AND QUALIFICATIONS: In addition to Education/Licensure - Five to eight years of social worker experience, including supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills and abilities. ESSENTIAL SKILLS 1. Knowledge of casework, principles and methods in the fields of child welfare, youth justice and adult services including trauma-informed care, family inter-relationships, juvenile delinquency and behavior management, individual and group behavior, family preservation and reunification, access, initial assessment, safety and permanency planning, and child/adult human development. 2. Thorough knowledge of state and federal laws, regulations, standards, and practices pertaining to social services programs. 3. Knowledge of community organization principles and methods. 4. Knowledge of individual medical information privacy, confidentiality, and security statutes, regulations, policies and procedures. 5. Skills in the areas of team building, leadership, and customer relations. 6. Ability to direct and supervise the work of others. 7. Ability to read, comprehend, and communicate, both verbally and in writing. 8. Ability to recognize individual differences in workers and to gauge their learning patterns and potential for independent work and then develop that potential. 9. Other desirable characteristics include but are not limited to positive attitude, creativity, flexibility, innovation, and strengths-based philosophy in all aspects of social work practice. 10. Ability to use tact and courtesy in maintaining an effective working relationship with department employees, county supervisors, county officials, and public. 11.
