Primary Function of Organizational Unit

The Facilities Services Department reports directly to the Associate Vice Chancellor for Facilities Management and is responsible for the planning, repair, renovation and maintenance of all NCCU Facilities.

Primary Purpose of Position

The primary purpose of this position is to perform a variety of tasks ranging from routine and unskilled to highly skilled in the mechanical trades including but not limited to Electrical, HVAC, Plumbing, and Welding. Must apply methods and general procedures of applicable trades/maintenance techniques and develop skills in procedures, techniques, tools, materials and/or equipment appropriate to trade. May be asked to perform work in a specialty area or perform tasks requiring specialized skills in multiple trades. Tasks may include maintenance, repair, placement, fabrication, installation, alteration, construction and design of facility components requiring the application of skills in planning, problem-solving, attention to detail, teamwork, communication and adherence to safety. May serve as lead technician and/or crew leader, directing the work of others. Position may be required to possess and maintain required certification, licensure, educational level, and/or experience criteria as applicable to the tasks being performed and follow applicable building codes.

Required Knowledge, Skills, and Abilities

The successful candidate must possess a working knowledge of the operation, maintenance and repair of high pressure steam-generation, condensation and distribution systems and general knowledge of HVAC, plumbing, electrical, and mechanical systems; ability to operate electronic controls, power tools and hand tools; ability to lift up to 50 pounds, wear a full or half-face respirator, climb a ladder, and crawl in confined spaces; ability to work independently with little or no supervision; to take initiative to see projects and assignments through to completion; to learn, interpret and analyze information to make necessary decisions; to exercise judgment and discretion in problem solving; to plan, prioritize and organize workflow; ability to work flexible schedules; excellent analytical and organizational skills along with written and oral communication skills. A valid driver’s license is required.

Minimum Education/Experience

High school diploma or equivalency; or demonstrated possession of the competencies necessary to perform the work. Some positions may require special licenses or certification.

Key Responsibilities and Related Competencies

Required Competency Knowledge - Technical

Duties

Performs a wide range of recurring and non‑recurring HVAC tasks and functions independently and without supervision. These tasks involve multiple processes to test, renovate, overhaul, replace, calibrate, and perform preventive maintenance on complex and standard building HVAC systems and components. Provides technical assistance to others by diagnosing and troubleshooting advanced facilities maintenance issues and determining root causes. Mentors junior and intermediate technicians and provides guidance on best practices, safe work procedures, and troubleshooting methods. Communicates predicted problems to the supervisor and recommends proactive solutions to prevent equipment failure.

Duties Include:

  • Perform emergency, unscheduled repairs to HVAC equipment, mechanical systems, and building controls.

  • Read, interpret, and execute work orders, technical manuals, blueprints, and schematics.

  • Utilize a wide variety of hand tools, power tools, diagnostic equipment, electric meters, refrigerant handling tools, and material‑handling equipment.

  • Conduct routine and advanced preventive maintenance on HVAC systems, refrigeration units, air handling systems, VAV boxes, heat pumps, boilers, chillers, and associated controls.

  • Mentor and train lower‑level technicians on proper maintenance procedures, troubleshooting, and system operation.

  • Support planning and coordination of long‑range maintenance activities by providing input based on equipment condition and performance trends.

Required Competency Problem Solving

Duties

Identifies and resolves facilities‑related HVAC problems that require in‑depth analysis, advanced diagnostic techniques, and the application of extensive trade knowledge. Determines the most effective and efficient methods to address unusual, complex, or intermittent equipment failures. Makes repairs independently within established guidelines and seeks supervisory direction only when a problem requires deviation from standards or impacts budget or operations.

Gathers, analyzes, and interprets equipment data, system performance readings, and environmental conditions to understand the nature of the problem. Contributes technical input to subordinates, peers, and supervisors in the decision‑making process. Evaluates repair options by considering safety, cost, downtime, and long‑term equipment reliability, ensuring that identified problems are fully and appropriately addressed.

Duties Include:

  • Diagnose HVAC equipment failures using advanced testing procedures and specialized tools.

  • Replace or repair motors, compressors, pumps, valves, belts, sensors, and other mechanical or electrical components.

  • Test, balance, and adjust system performance to ensure optimal operation.

  • Detect faulty operations, defective materials, and potential safety hazards; report issues and recommend corrective action plans.

  • Seek vendor or manufacturer technical support when needed to resolve complex or proprietary equipment issues.

  • Document findings, repair methods, and recommendations for continuous improvement.

Required Competency Coordination - Work

Duties

Coordinates maintenance activities with contractors, vendors, peer technicians, and other trades to ensure safe and efficient completion of work. Prioritizes assignments, sequences tasks, and schedules work to minimize disruption to building operations. Provides oversight or guidance to lower‑level technicians during multi‑step repairs or projects.

Duties Include:

  • Plan work activities to ensure timely completion and effective use of labor and resources.

  • Coordinate system shutdowns, scheduled maintenance, and repair work with building occupants and facility staff.

  • Work collaboratively with electricians, plumbers, controls specialists, and other trades to resolve cross‑disciplinary issues.

  • Assist in procurement of parts, materials, and services by providing accurate technical specifications.

Required Competency Communication

Duties

Communicates effectively with supervisors, peers, vendors, building occupants, and lower‑level technicians. Documents work clearly and accurately in digital work‑order systems. Provides explanations of system issues, repair needs, and preventive actions in a professional and customer‑focused manner.

Duties includes:

  • Provide clear verbal and written updates on work status, repair needs, and system conditions.

  • Document diagnostics, repairs, and equipment readings in CMMS or work‑order systems.

  • Communicate technical information in a manner appropriate for the audience (technicians, supervisors, or non‑technical staff).

  • Support training efforts by sharing knowledge and demonstrating proper techniques to less experienced technicians.

Required Competency Safety

Duties

Ensures all HVAC work practices comply with OSHA standards, building codes, and environmental regulations. Maintains awareness of hazards associated with refrigerants, high-voltage equipment, rotating machinery, and confined spaces. Promotes a workplace culture of safety through mentoring, training, and consistent adherence to safety protocols.

Duties includes:

  • Use appropriate personal protective equipment (PPE) and ensure proper lockout/tagout procedures.

  • Handle refrigerants safely following EPA guidelines and maintain required certifications.

  • Identify unsafe conditions, equipment issues, or environmental hazards and take immediate action to mitigate risks.

  • Maintain a clean and organized work area to reduce workplace hazards.

  • Participate in safety meetings, training programs, and incident reviews.
