POSITION SUMMARY:

Administrative and operational position under the general supervision of the Special Operations Coordinator. Assists the Special Operations Coordinator with the administrative and emergency response activities of all special operations teams. Responsible for Tier II data bases, billing and off site Hazardous Materials facility plan.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Acts as the Special Operations Coordinator in his/her absence.
  2. Responsible for maintenance of County hazardous materials database.
  3. Maintains an active liaison with industry, L.E.P.C. and local governments for implementation of SARA Title III requirements.
  4. Serves as on call Emergency Management representative during the weekly rotation.
  5. Maintains (modifies as required) plans and annexes to include County Emergency Operations Plan, Facility Off-Site Emergency Plans and the Limerick Generating Station Plan.
  6. Assists with scheduling and development of training and exercise plans for all special operations teams.
  7. Responsible for maintaining readiness of all equipment for Special Operations teams and Emergency Management.
  8. Promotes Emergency Management with appearances before local government, civic organizations and clubs; and various emergency services organizations.
  9. Serves on an assigned work group or subcommittee for the Regional Task Force.
  10. Performs damage assessments and disaster recovery.
  11. Serves as an activated employee in the county Emergency Operations Center or field.
  12. Performs other duties as required.

QUALIFICATIONS REQUIRED:

  1. Bachelor's Degree in Emergency Management or equivalent combination of education and experience. Three to five years' public or private sector emergency response desirable.
  2. Knowledge of basic principles of chemistry, biology, and physics.
  3. Ability to express ideas clearly and concisely in oral, written and graphic form.
  4. Proficient in technology to include Microsoft Word, Excel, Outlook.
  5. Ability to interpret federal and state emergency management requirements and regulations.
  6. Ability to coordinate diverse groups toward a common goal.
  7. Ability to maintain effective working relationships and develop partnerships.
  8. Strong time management skills; ability to carry out orders with precision and speed.
  9. Ability to make decisions quickly and accurately.
  10. Able to perform efficiently under pressure.
  11. Ability to handle multiple tasks and/or projects simultaneously with minimal direction or supervision.
  12. Ability to maintain organization and prioritization of a variety of tasks and data.
  13. Must possess and maintain a valid driver's license.
  14. Required to obtain PEMA Basic County Staff Certification within one year of hire and PEMA Professional County Staff Certification within three years of hire.
  15. Required to obtain FEMA Professional Development Series within one year of hire.
  16. Must possess Hazrdous Materials Technician Certification NFPA 1072
  17. Required to meet and maintain the physical requirements of OSHA 29CFR 1910.120 and 29CFR 1910.134
  18. equired to obtain Rope Technical Rescuer - Technician Level NFPA 1006 within one year of hire
