Goods and Services include those for IT, Administration, Finance, Legal, Operations, Engineering, Business Systems, and other Tollway User Departments.
Essential Job Functions
The Purchasing Services Manager reports to the Deputy Chief of Procurement and oversees the procurement of all Goods and Services. Responsible for developing policies and procedures, reviewing and approving the development and issuing of solicitations including Invitation for Bids (IFB), Request for Proposals (RFP), Requests for Information (RFI) and Small Purchases while ensuring project timelines are met. Responsible for training staff and overseeing bid analysis process and RFP evaluation and negotiation processes. Demonstrate a thorough comprehension of all systems and processes used by procurement staff and operational areas. Identify and develop continuous improvement processes.
Additional Duties
Manage the procurement process for Goods and Services procured for IT, Administration, Finance, Legal, Operations, Engineering, Business Systems, and other Tollway User Departments.
Determine and implement the appropriate procurement methods to ensure procurements are executed following Tollway policies and procedures.
Review and approve solicitations including Invitation for Bids (IFB), Request for Proposals (RFP), Requests for Information (RFI) and Small Purchases.
Develop procurement policies and procedures in accordance with all laws, rules and regulations.
Manage and train procurement staff including but not limited to Senior Contract Negotiators and Senior Buyers Oversee bid analysis process and RFP evaluations and negotiation processes.
Collaborate with user departments and provide procurement direction.
Perform systems and internal control reviews of departmental work.
Evaluate staff performance and ensure the necessary tools, training and resources are provided to perform the assigned work timely and effectively.
Oversee preparation of board items through to contract execution Facilitate procurement trainings and workshops for vendors and Tollway staff. Lead process improvements, cost savings initiatives and other efforts to achieve efficiencies.
Ensure information for monthly Board items is accurate and submitted timely Assist in the development and monitoring of the department\'s KPIs to ensure processing times and other metrics are met fo the Goods and Services team
Qualifications
Education (Required)
- Some college level work.
Skills and Experience (Required):\
- Four (4) years of procurement and/or contracts services experience including two (2) years management or senior level experience in the areas of Goods and Services, including overseeing, and directing processing of RFPs, IFBs, and Small Purchases.
