Summary The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, and retirements. Responsibilities The incumbent is responsible for staffing and recruitment, position classification and management, management advisory services, and salary administration and compensation. Provides authoritative operational Human Resources advisory services across multiple HR disciplines, including classification, position management, pay administration, recruitment, and placement for assigned organizations. Advises managers on complex HR issues and counsel employees on HR program requirements, policies, and procedures. Prepares Delegated Examining (DE) and Merit Promotion vacancy announcements, job analyses, and crediting plans; ensures compliance with federal staffing regulations and hiring authorities. Leads and administers rating and ranking panels to ensure fair, consistent, and objective evaluation of candidates. Performs full-performance classification duties, including evaluating and classifying a wide range of positions; determining title, series, pay plan, and grade; and recommending organizational structures that support mission needs. Conducts desk audits, prepares comprehensive evaluation statements, and independently resolves classification and position management issues with management officials. Serves as a consultant to supervisors, managers, and HR specialists to develop solutions and strategies for complex or sensitive human resources issues. Collaborates with management to assess workforce needs and develops short- and long-term recruitment strategies to attract well-qualified candidates. Conducts program analyses and assists with developing and implementing recruitment and placement policies, standards, and procedures. Analyzes personnel and payroll data in systems such as NFC, DFAS, or FPPS to respond to inquiries, identify issues, and determine appropriate corrective actions. Develops, interprets, analyzes data extracts, reports from automated HR systems, and identifies effective approaches for presenting HR metrics and trends to senior leadership. Maintains current Delegated Examining (DE) certification is required. Requirements Conditions of Employment Qualifications You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service that is directly related to the work of the position. Specialized experience includes providing advisory services on human resources issues; reviewing, rating, and ranking applications for a variety of positions; establishing and facilitating ranking panels; developing vacancy announcements; working with management to develop outreach strategies to attract well-qualified candidates; advising management on established procedures and practices related to recruitment and staffing, classification, and pay administration; and preparing, and analyzing HR-related reports to support management decision-making and ensure accuracy of personnel data. You may qualify at the GS-13 level, if you fulfill one of the following qualification requirements: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service that is directly related to the work of the position. Specialized experience includes performing human resources operations work and providing comprehensive HR advisory services to a wide range of supervisors and managers; working independently to advise management on staffing, recruitment, and pay setting; assist managers in developing job analyses; classify positions in a variety of occupational series; conduct desk audits; prepare detailed evaluation statements; and develop, prepare, and analyze HR-related reports to support decision-making and ensure accuracy of human resources data. Time-in-Grade Requirement: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. GS-12: Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. GS-13: Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education is not substitutable for specialized experience at this grade level.
