The Iowa Finance Authority (IFA) and Iowa Economic Development Authority (IEDA) are seeking aBusiness Systems Managerto serve as the primary business-side owner and liaison for core enterprise systems. This role is ideal for a relationship-driven professional who excels at understanding business processes, translating needs into clear IT system and software requirements, and aligning stakeholders around practical, effective solutions.
This position plays a critical role in bridging IEDA|IFA business operations with the Iowa Department of Management’s Division of Information Technology (DOM DoIT), ensuring technology solutions support statutory requirements, operational workflows, and long-term agency goals.

About this Opportunity
The Business Systems Manager position ensures IEDA and IFA systems effectively support programs that strengthen Iowa’s communities and economy. By bridging business needs and technology solutions, the Business Systems Manager helps staff deliver services more efficiently and reliably to Iowans statewide.
Key Responsibilities
Serve as the primary business-side liaison between IEDA|IFA, DOM DoIT, and external vendors, ensuring strong collaboration and shared understanding
Act as the business owner for core enterprise systems, guiding solutions from strategy and requirements through implementation and adoption
Translate business needs, workflows, and statutory requirements into clear, actionable system and software requirements
Lead business-side project planning and execution, including timelines, budgets, deliverables, and stakeholder communications
Oversee user acceptance testing (UAT), release readiness, training, and change communications to ensure successful adoption
Support governance, data stewardship, and continuous improvement to strengthen system performance and user experience

The Business Systems Manager position is a non-merit, contract-covered position that is classified by the State of Iowa as a Management Analyst 3. This position is exempt per FLSA regulations.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
2) All of the following (a and b):
a. Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3)All of the following (a, b, and c):
a. One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and
b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
4) Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
