The Department of Local Affairs (DOLA) (https://cdola.colorado.gov/) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. While all state governments provide such services through various Departmental structures, Colorado’s approach is unique in that these local community services are gathered into one Department of “Local Affairs,” which has a central focus on strengthening Colorado communities and enhancing livability.

Description of Job
This position sits within the Executive Director’s Office, and specifically the Strategy Office. The Strategy Office leads the development and support for the Department of Local Affairs (DOLA) internal strategic plan and program work that supports the strategic plan. In addition, the Office oversees and manages key strategic projects necessary for department success, collaboratively developing short-term and long-term strategic priorities, and coordinating with the Senior Leadership Team to ensure the department's work aligns with the strategic priorities. The Office does this primarily through performance management of key indicators, project management, and cross-Department coordination.
The Department seeks a Data & Performance Analyst to assist with key data analysis, coordination of performance indicators, and support implementing the Department’s strategic plan. Priority projects and programs include coordination of key performance indicators and goals for the Department, and ad hoc data analysis on key program outcomes. This position will support the Executive Director’s Office and program teams in the Divisions. The purpose of this position is to support DOLA Leadership with data and analysis to inform planning, managing, and evaluating programs, as well as improving internal operations and processes.
Primary tasks for this position include:
This position will work with the Department’s Chief Strategy Officer, agency leadership, and with the divisions' program managers to:
Support the development & monitoring of department performance metrics;
Support implementation of the department’s strategic plan;
Data analysis to support operations and program management in the Department, as requested by the Executive Director’s Office;
Coordinating with data analysts throughout the department, including the State Demography Office, to support consistent use of and interpretation of data sources; and
Other duties as assigned.
The Data & Performance Analyst's responsibilities may also include conducting research, analyzing data systems, identifying trends, and preparing reports. An outstanding Data & Performance Analyst should have strong analytical thinking, data analysis, and problem-solving skills and the ability to coordinate across teams.

MINIMUM QUALIFICATIONS
Experience Only:
Four (4) years of relevant experience in an occupation related to the work assigned to this position.
OR
Education and Experience: A combination of related education in public administration, public policy, economics, political science, data science, sociology, and international studies or a closely related field (as determined by the agency) AND experience as described above equal to four (4) years.
