    We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. TheFiscal Agent Operationswork unit is responsible for overseeing the day-to-day operational functions that support the administration of Colorado’s Medicaid and Child Health Plan Plus (CHP+) programs. A core component of this work includes managing all provider support activities, such as provider enrollment, outreach and education, communications, call center operations, and back-office support services. By maintaining these functions, the unit ensures providers receive accurate information, timely assistance, and streamlined access to participate in the program.

Description of Job

What you will do as the Audits & Compliance Supervisor:

  • Lead and oversee audit and compliance activities for the unit.

  • Supervise staff who conduct audits, manage findings, and support compliance with state and federal Medicaid requirements.

  • Plan and conduct internal audits and compliance reviews to assess effectiveness, identify risks, and ensure alignment with laws, regulations, and program standards.

  • Interpret and apply complex Medicaid regulations; provide guidance to staff and program areas to support consistent, compliant practices.

  • Coordinate and submit responses to external audits (federal, state, and independent), ensuring accuracy, completeness, and timeliness.

  • Perform full supervisory responsibilities, including hiring, performance management, coaching, training, and addressing corrective or disciplinary actions as needed.

  • Set priorities, assign work, and monitor performance to ensure efficient operations and high-quality outcomes.

  • Lead process improvement efforts and collaborates with internal and external partners to strengthen compliance and support improved health care access and outcomes for people in Colorado.

  • Serve as a resource on compliance-related matters, helping promote accountability, transparency, and program integrity

  • Prepare clear, detailed reports summarizing audit findings, risks, and recommendations

  • Coordinate with internal teams, vendors, and stakeholders to gather information and ensure accurate, timely responses

  • Provide support to the Fiscal Agent Operations Unit and contribute to special projects and process improvement initiatives

Minimum Qualifications:

There are two ways to qualify for this position:

Option 1:

Experience Only:

Eight (8) years of experience evaluating, researching and responding to external auditors with experience reviewing processes and operations to ensure compliance with rules, policies, and contractual requirements, including working with vendors or external partners.

Option 2:

Education and Experience:

A bachelors degree from an accredited institution in a related field; AND four (4) years of experience evaluating, researching and responding to external auditors with experience reviewing processes and operations to ensure compliance with rules, policies, and contractual requirements, including working with vendors or external partners.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience

  • A bachelors will count as four years of experience

  • A masters degree will count for six years of experience

  • A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS:

  • Prior state experience related to the duties of this position

  • Prior supervisory experience

  • Experience working with Medicaid programs, healthcare policy, or public sector compliance, including knowledge of applicable federal and state regulations governing Medicaid operations.

  • Experience conducting vendor oversight, audits, or monitoring activities, including evaluating internal controls, developing corrective action plans, and collaborating with external partners to ensure compliance and performance improvement.

Highly Desired Knowledge, Skills, and Abilities:

  • Ability to manage remote teams

  • Strong analytical and critical thinking skills, with the ability to interpret complex laws, regulations, and policies; identify compliance risks; and develop practical, well-supported recommendations.

  • Excellent written and verbal communication skills, including the ability to prepare clear, concise reports, respond to formal information requests, and effectively collaborate with internal teams, vendors, and external stakeholders.

  • Ability to research and understand legislation, regulations at both the State and Federal level and evaluate their impact to Operations

DEFINITION OF PROFESSIONAL EXPERIENCE: Work that involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

CONDITIONS OF EMPLOYMENT:
