Oracle Health Government Services is improving care delivery for Veterans by supporting clinicians, improving patient outcomes, and strengthening Federal healthcare systems through modern technology and data-driven decision-making. We’re looking for a Program Manager who will provide coordinated planning, governance, and oversight for the clinical executive team, ensuring consistent execution of consulting deliverables across concurrent Federal EHR implementations in multiple VA markets. In this role, you’ll lead integrated planning, dependency management, and executive communications, and enable collaboration with deployment, engagement management, change management, training, and technical teams, as well as client stakeholders. You’ll also support onboarding, knowledge management, and standardization to promote compliant, repeatable delivery at scale.

Responsibilities

  • Lead clinical workstream governance and cadence; define RACI, decision forums, escalation paths, and ways of working.

  • Manage clinical executive responsibilities within the integrated master schedule across VA markets; align deliverables, milestones, decisions, communications, and cross-team collaboration (deployment, engagement management, change management, training, technical).

  • Own program-level risk, issue, dependency, and decision management, including mitigation, escalation, and closure.

  • Deliver executive-ready status reporting on milestones, risks/issues, dependencies, decisions required, and impacts to scope, schedule, resources, and budget.

  • Drive cross-functional alignment across clinical, operational, technical, and client teams to remove blockers and maintain schedule, quality, and readiness.

  • Coordinate Oracle and VA EHRM onboarding (access/tooling, required trainings, compliance prerequisites, key contacts, governance orientation) and keep materials current.

  • Enable the clinical executive team with standard templates, repeatable artifacts, and proactive issue resolution; anticipate peak periods and escalate capacity gaps.

  • Maintain a controlled knowledge repository (standards, workflows, job aids, playbooks, lessons learned) with versioning and appropriate access.

  • Manage a role-based learning curriculum (onboarding and refreshers); track completion and improve content based on feedback and deployment outcomes.

  • Coordinate resource and capacity planning across markets; support staffing forecasts and resolve/escalate conflicts.

  • Track financial health (forecasting, burn rates, variance analysis) and partner with leadership/finance on corrective actions.

  • Ensure adherence to delivery methodology, documentation standards, and client requirements.

  • Manage vendor/partner deliverables and dependencies as applicable; monitor performance and coordinate integration points.

  • Drive continuous improvement by capturing lessons learned and standardizing templates, playbooks, and reporting across markets.

Qualifications

  • Bachelor’s degree or equivalent practical experience.

  • Program management experience leading complex, multi-workstream initiatives with executive stakeholders.

  • Demonstrated experience with integrated master planning and program governance, including dependency management.

  • Strong written and verbal communication skills, including executive-level reporting and meeting facilitation.

  • Proven ability to coordinate cross-functional teams across business and technical domains.

  • US Citizenship is required with an ability to obtain and maintain a government security clearance.

  • Required travel up to 20%

Preferred Qualifications

  • Experience supporting EHR implementations and/or large-scale healthcare transformation programs, including change management, training, go-live readiness, and stabilization.

  • Experience in regulated and/or federal environments with strong security and compliance requirements.

  • Experience establishing knowledge management and learning enablement (repositories, version control, access controls, curriculum coordination).

  • PMP, PgMP, PRINCE2, SAFe/Agile program credentials, or equivalent.

  • Experience with enterprise delivery tooling (e.g., MS Project, Jira/Confluence, SharePoint/Teams, Excel, PowerPoint).

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $79,100 to $158,200 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
