CDHS Human Resources (HR) exists to provide centralized human resources direction, consultation, and services to the general public, applicants, appointing authorities, leaders, and employees who work for the Colorado Department of Human Services (CDHS). This unit drives and provides consultative services for organizational success by strategically aligning workforce capabilities with business goals, fostering a positive and productive workplace culture, and managing the entire employee lifecycle – from recruitment to retirement – to maximize performance and retention. It mitigates risks through compliance, manages labor cost calculations and compression considerations, and empowers talent development. Consultation services include benefit administration; compensation; employee and labor relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management; interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; risk mitigation and compliance; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; organizational design; employee retention; selection and selection appeals; employee settlements; strategic planning and overall HR guidance to CDHS senior leadership, executive leadership, appointing authorities, managers, supervisors and employees. This unit also serves as the primary liaison for CDHS with the Department of Personnel and Administration and Colorado WINS.

What you will be doing:

This position acts as the staff authority and technical expert to ensure the Department’s compliance with digital accessibility requirements. As a tax-funded entity, CDHS must comply with accessibility requirements and technical standards for digital material. The position exists to lead digital accessibility efforts and guide CDHS programs in implementing this work with oversight from the ADA and Access Supervisor. This position operationalizes digital efforts to ensure they align with CDHS accessibility goals, OIT accessibility rules, HB 21-1110, and the ADA Title II Web and Mobile Rule. This position reports to the Human Resources ADA and Access Supervisor and works in collaboration with the Language and Communication Access Specialist, ADA Coordinator, and other HR leadership and team members. The position also collaborates with co-workers from other CDHS programs and agencies, including Business Innovation Technology & Security (BITS) and Communications, as well as external partners, such as OIT.

  • Possess or be willing to obtain applicable certifications, as identified by the ADA and Access Supervisor, based on available funding

Experience Only:

  • Seven (7) years of relevant experience in an occupation related to the work assigned to the position, two (2) of those years must be professional experience, including but not limited to:

  • Interpreting and applying digital accessibility compliance

  • Accessibility testing methodology, tools, and remediation (automatic and manual)

  • Accessible document creation

  • Accessible HTML and ARIA

  • Remediation planning and accessibility governance or policy

  • Evaluation of websites, software, and applications

OR

Education and Experience:

  • A combination of related education in educational technology, digital communications, user experience design, UX/human-centered design, web development, information systems, information technology, computer science, public administration, disability studies or closely related field and/or relevant experience in an occupation related to the work assigned, equal to seven (7) years, two (2) of those years must be professional experience, including but not limited to:

  • Interpreting and applying digital accessibility compliance

  • Accessibility testing methodology, tools, and remediation (automatic and manual)

  • Accessible document creation

  • Accessible HTML and ARIA

  • Remediation planning and accessibility governance or policy

  • Evaluation of websites, software, and applications

    Preferred Qualifications:

  • Proficient in digital accessibility standards outlined in Colorado HB 21-1110, OIT standards, and ADA Title II Web and Mobile Application Accessibility Rule

  • Experience assessing the procurement of information communication technology (ICT) and services, including vendor compliance with WCAG standards

  • Demonstrated ability to support teams in creating web content, documents, and multimedia that meet WCAG standards and developing accessibility training for staff

  • Exceptional communication skills demonstrated by the ability to convey detailed and complex information successfully to others both verbally and in writing

  • Highly effective at operationalizing complex projects through strategic management, buy-in, and process improvement

  • Excellent organizational skills, including the ability to set and track goals and timetables to achieve maximum productivity

  • Possess or be willing to obtain applicable certifications, as identified by the ADA and Access Supervisor, based on available funding

  • COWINS Partnership Agreement: Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency

Conditions of Employment:

  • Standard Background ALL CDHS employees (non-direct contact): CBI name check, ICON Colorado court database, Medicare fraud database, Reference checks, Professional License verification (licensure requirements), and drug screen (commercial Driver’s license).

  • Travel: May need to travel for occasional meetings and training.

  • This position requires State of Colorado residency at the time of application, and residency within the state throughout the duration of employment in this position.

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must:

    CDHS Selection Process Explanation

    Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
