General Description

The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. Overview of Job:

The Associate General Counsel will be responsible for handling legal issues related to the DCA administered programs across the agency. The Associate General Counsel also provides legal advice on federal and state laws and regulations that impact the administration and implementation of the Departments within the agency, including affordable housing as well as economic development programs and activities. Additional responsibilities include, but are not limited to, providing legal analysis and review of program policies and procedures for regulatory compliance, responding to Georgia Open Record Requests, developing, and maintaining internal contracts and procurement processes, supporting agency Board resolution processes, and serving as a liaison between the agency and the Attorney General’s office on litigation matters. This position demands a willingness to stretch and grow-offering opportunities for leadership, development, and public speaking.

KNOWLEDGE, SKILLS, & ABILITIES:

· Superior analytical skills

· Ability to understand and apply Federal and state laws and regulations relating to government programs and operations

· Ability to provide legal recommendations under broad supervision

· Juris Doctor from an accredited college or university

· Must be licensed to practice law in the state of Georgia or reciprocity or be eligible to be admitted to the State Bar of Georgia within six (6) months of DCA employment

· Minimum of three (3) years of Legal experience

· Ability to maintain high standards of confidentiality

· Ability to work as a team player

PREFERRED QUALIFICATIONS:

Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess the following:

· One or more years of experience working in an affordable housing program

· One or more years of experience working in an economic or community development program

· Two or more years of legal experience working for a local, state, or federal entity

· Two or more years of contract drafting and management experience

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/Telework) position. Three days in office and 2 days remote. This position is full time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.

PHYSICAL/SENSORY REQUIREMENTS

Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.

Must be able to remain in a stationary position 50% of the time.

Must be able to perform office-related duties.

Must be able to operate office equipment.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.

Must be able to perform essential job functions, with or without reasonable accommodation.

Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.

Must maintain punctuality and attendance as scheduled.

Juris Doctorate from an accredited college or university and license to practice law in the State of Georgia or eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring or reciprocity and two (2) years of relevant legal -experience; or two (2) years of experience required at the lower-level Attorney 2 (LEP021).
