MTSI is seeking a Senior Technical Program Manager (TPM) with a TS/SCI clearance to provide support to a Government Research Lab/Program Manager (PM) at Wright-Patterson AFB, OH.The Senior TPM will provide project management, test and acquisition support, and technical oversight of customer development efforts.The Senior TPM will assist the lab/PM with the creation and coordination of cost, schedule, and contracts documentation and assist with the planning and execution of multiple technology development efforts. This individual will be responsible to interpret and tailor application of directives and regulations; and to ensure that high-quality, affordable, supportable, and effective technologies are developed, tested, and advanced in support of the research labs mission and the warfighter. In addition, the individual will provide technical and programmatic advice and support services on test and project planning for electronic warfare systems, radio frequency and electro-optic/infrared countermeasure technologies and positioning, navigation, timing, and communication capabilities.This position may entail travel up to 25%, as required by the Government. How you will contribute to our mission: Duties to be independently executed include but are not limited to: Provide project management, test and acquisition support, and technical oversight of customer development efforts. Perform project manager duties to ensure efficient execution of assigned efforts. Work closely with program managers, lead project and test engineers, contracts, finance, and program teams. Maintain awareness of day-to-day issues and plan/prepare for significant project events. Assist in the full spectrum of actions required to award contracts and contract modifications to other contractor(s) that may include pre-award documentation, assistance in the support of source selection activities, and post-award support activities. Review contract deliverables, integrated schedules, technical status reports, and cost performance reports and provide assessments to the Government team. Assist in program office surveillance of prime and subcontractor performance.Assist in determining program progress and communication recommendations to the Government. Assist in the creation and approval of test plans, program planning and creation, early capability development strategies and project planning, and the transition of program execution to the appropriate Program Executive Officer. Develop and communicate roadmaps for programs and associated technologies and product lines. Develop integration plans and procedures and organize resources to facilitate program transition activities. Assist in milestone planning, tracking, scheduling, briefing preparations, staff coordination, and decision documentation preparation. Provide technical support to the entire project team and provide status updates to the Government leadership team. Assist the program office in complying with tasks related to the Joint Capabilities Integration and Development System (JCIDS), CONOPS, architectural views, security accreditations and certifications, acquisition reports, program management agreements, and memorandums of agreement. Assist with identifying and mitigating risks to technology development projects. Create and coordinate DD 254s with the program staff and industry. Participate in working groups and team planning offsites. Establish trusted and influential relationships with customers, suppliers, and other stakeholders. Work both individually and with broader engineering, program management, and security teams.
