Texas Instruments Manager, Talent Development COE in Dallas, Texas
About the job
We are looking for a Manager of Talent Development COE to shape Texas Instruments enterprise-wide development solutions, advance leadership expectations, and build scalable, impactful development structures across the organization. In this role, you will lead a team to lead the design, delivery and continuous improvement of transformative development programs that enable employees across levels, from new college graduate to executives, in a competitive, global and result-oriented organization.
Key Responsibilities
Lead end-to-end strategy, design, and delivery of enterprise-wide scalable development solutions for employees at all levels across the organization, focusing on new college graduate, bench and leadership development.
Own and evolve the corporate-level development framework, ensuring alignment with business strategy and talent needs.
Build leadership expectations and development infrastructure which build great leaders and enable strong leadership pipeline
Overseas annual planning, program operation, communications and vendor/budget management
Systematically define, collect and analyze program outcomes, impact and effectiveness – leveraging quantitative and qualitative data to drive continuous improvement and business alignment
Foster a culture of data literacy within the team, equipment members to use data to inform program design, delivery and stakeholder conversations
Serve as the subject matter expert in organizational design, change management, adult learning, instructional design, coaching, and assessment.
Stay ahead of industry trends and integrate best practices and technology into talent and leadership development
Lead, mentor and develop a high-performing team; encourage innovation, agility and collaboration with global partners and stakeholders

Minimum Qualifications
Bachelor’s degree in Human Resources, Business, Organizational Development, I/O Psychology or a related field.
Minimum of 5+ years of experience in talent development, leadership development, or organizational effectiveness.
Experience in leading and navigating a cross-cultural global environment
Direct experience using data and analytics to asses program effectiveness and inform strategy
Preferred Qualifications
Leadership experience in Leadership Development, succession planning, Talent Management or Organizational Development
Proven track record designing, delivering, and scaling development solutions globally targeting various levels of audience
Instructional design background with a focus on experiential and application-based learning
Strong program management and stakeholder engagement skills — can navigate ambiguity and align cross-functional leaders with clarity
Good knowledge and solid experience integrating assessments as part of the development solutions
Experience to AI-based or emerging learning technologies
