Naval Sea Systems Command NETWORK SECURITY ENGINEER in Dahlgren, Virginia

Summary This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Network Security Engineer in the Corporate Operations Department, ACIO/Information Technology Division, IT Operations Branch (Code 1041) of the Naval Surface Warfare Center Dahlgren Division. Responsibilities You will implement and manage the enterprise Research, Develop, Test and Evaluation LAN/WAN infrastructure and network security solutions, with a primary focus on Cisco routing, switching, and security platforms. You will provide administration and lifecycle management of the Cisco network core, including Nexus and Catalyst switches, and ISR/ASR routers. You will configure, tune, and troubleshoot complex Layer 2 and Layer 3 networking, including routing protocols (BGP, EIGRP, OSPF), VLANs, and Spanning Tree Protocol (STP). You will deploy, configure, and maintain highly available Cisco security infrastructures, including firewalls (ASA/FTD), VPNs (AnyConnect, Site-to-Site), and Intrusion Prevention Systems (IPS) to protect the network perimeter and internal segments. You will manage and maintain all Communications Security (COMSEC) equipment, including High Assurance IP Encryptors (HAIPE) such as TACLANE devices, ensuring the secure transmission of classified and sensitive data across the WAN. You will provide expert-level troubleshooting for end-to-end network connectivity, rapidly diagnosing issues across routers, switches, firewalls, and cryptographic devices. You will collaborate with cybersecurity teams to implement and validate security configurations across the entire network stack, ensuring compliance with standards like STIGs and DISA. You will implement and manage network access control (NAC) using Cisco Identity Services Engine (ISE) to enforce security posture and C2C policies for all devices connecting to the network. You will develop and maintain comprehensive documentation for the network and security architecture, including diagrams, configuration guides, operational procedures, and COMSEC handling policies. You will monitor network performance, availability, and capacity using tools like Cisco Prime, SolarWinds, or Secure Network Analytics (Stealthwatch) to ensure reliability and proactively identify issues. You will stay current with the latest vulnerabilities affecting Cisco IOS/NX-OS and security products, proactively applying patches and implementing countermeasures. You will participate in the planning and execution of network upgrades, expansions, and technology refresh projects. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and securing enterprise network and security infrastructure (e.g., routers, switches, firewalls), while ensuring cybersecurity compliance through network access control, security device management, and traffic monitoring to maintain the effectiveness and efficiency of the Information Technology (IT) program. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13, step 10 (currently $158,322). This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement.
