Job Description
Overview:
The Sr. Project Manager, Land Development is responsible to effectively move and actively track assigned development projects towards an end result of a finished lot community, with additional responsibility of ensuring properly documented turnover and bond release of the community and common area. Responsibilities are related to due diligence, entitlements, plan processing, regulatory and construction permitting processes and community turnover for projects throughout Southern California, and include regular and effective communication and coordination involving many project participants.
The Sr. Project Manager, Land Development, will serve as the primary contact for defining the project scope and selecting the project team members. They will also build and lead all aspects of the project timeline and budget until completion.
This role must take ownership of the project and have a strong understanding of all facets of the project in order to make business decisions and report status updates to the leadership team.
This role is based in our Brookfield Residential Costa Mesa office.
Key Responsibilities:
Support land acquisition due diligence, including feasibility studies, project budgets, and entitlement/development schedules.
Manage consultant teams to develop land use plans and coordinate with approval agencies throughout the entitlement process.
Lead negotiation and interpretation of Conditions of Approval (COAs), mitigation measures, and development agreements with public agencies.
Prepare project timeline and soft‑cost budgets for leadership review.
Represent the company at public hearings to secure project approvals.
Build and maintain strong consultant relationships; negotiate scopes, standards, fees, schedules, and quality expectations.
Oversee implementation of COAs and permitting requirements, with emphasis on identifying and managing high‑impact conditions.
Direct multidisciplinary consultant teams in preparing public and private improvement plans through to construction permit issuance.
Coordinate civil, landscape, architectural, and related design documents to ensure complete, efficient, and cohesive project plans.
Serve as the liaison for regulatory plan check reviews to maintain project timelines.
Meet regularly with land development teams and public officials to resolve development issues, including RFIs and revisions to improvement plans.
Coordinate with field teams and municipalities to achieve project acceptance, utility turnover, and bond exoneration.
Partner with HOA and field teams to transfer ownership and maintenance of land lots and community amenities.
Review Avid homeowner experience survey results with neighborhood teams and identify trends or improvement opportunities.
Lead preparation and submission of required documentation and applications with local agencies.
Represent the company on HOA boards throughout the life of the community, as needed.
Build and maintain strong relationships with elected officials, public agencies, and external partners.
What You'll Bring:
Preferred qualifications include a Bachelor’s degree in Planning or Civil Engineering or the equivalent in experience.
5–10 years of relevant industry experience with a strong track record.
Proven project management skills.
Residential homebuilding and land development experience required; master‑planned community experience a plus.
Ability to read, edit, and QA/QC engineering and architectural plans.
Proficient in Excel with strong attention to detail.
Excellent writing, organizational, and interpersonal skills.
Highly motivated with strong follow‑through and accountability.
Experience with project budgeting and scheduling.
Able to prioritize, work independently or in teams, and manage multiple deadlines.
Strong problem‑solving abilities.
Willing to travel regularly to project sites, consultants, and public agencies.
Willing to serve on HOA boards and attend evening public hearings or council meetings.
