Morgan Properties Manager, Centralized Application Processing (CAP) in Conshohocken, Pennsylvania
Position Summary
The CAP Manager leads the day‑to‑day operations of the Centralized Application Processing team, ensuring consistent execution of the screening policies and standards established by the Director of Resident Qualifications. This role focuses on team performance, decision accuracy, operational consistency, and compliance across daily application reviews. This role does not create policy or set departmental strategy; instead, it ensures the consistent and compliant application of policies developed by the Director.
This role requires strong analytical judgment, attention to detail at a program level, and a collaborative leadership approach. It demands clear and effective communication, a proactive mindset, and a strong commitment to compliance, consistency, and service standards across the resident qualification function.
The core mission of this role is to oversee and uphold resident qualification standards that protect the portfolio while ensuring a fair, consistent, and efficient application experience for every applicant.
Essential Duties
Application Oversight & Decision Governance
Oversee day‑to‑day team execution within the resident qualification function to ensure rental applications are evaluated consistently using internal qualification standards and third-party screening tools (e.g., Yardi, TwoDots).
Provide guidance for escalated scenarios within established policy parameters, and escalate out-of-policy, high-risk, or ambiguous scenarios to the Director for final review
including income, employment, rental history, and identity verification concerns.
Establish and enforce documentation standards to ensure manual decisions are clearly supported, consistently applied, and audit-ready.
Identify trends related to delinquency, fraud, or market conditions and identify trends and escalate recommendations to the Director for evaluation of potential policy or standard updates
Compliance, Reporting & Process Improvement
Execute compliance processes and workflows defined by the Director; identify issues and escalate trends for review rather than independently changing standards
Ensure the resident qualification function operates in full compliance with Fair Housing, FCRA, and internal screening policies.
Review and analyze reporting related to application outcomes, approval and denial trends, fraud indicators, and delinquency performance to identify risk and improvement opportunities.
Maintain oversight of applicant data handling and confidentiality standards across the team.
Monitor team and portfolio performance across key indicators, including:
Application turnaround time
Fraud detection and prevention trends
Delinquency rates of newly approved residents
Decision consistency and accuracy
Compliance audit results
Internal stakeholder satisfaction (leasing, legal, risk)
Drive continuous improvement through refined guidance, updated workflows, and performance-based adjustments.
Team Leadership, Training & Upskilling
Directly manage and develop the Resident Qualifications team, including onboarding, coaching, performance management, and succession planning.
Set and enforce expectations for productivity, decision quality, documentation standards, and compliance adherence.
Lead structured training and upskilling initiatives to ensure team proficiency in qualification standards, screening tools, fraud detection, and regulatory requirements.
Identify individual and team-level skill gaps through quality reviews, performance metrics, and escalation trends, and address them through targeted coaching or training updates.
Conduct regular one-on-one meetings, performance reviews, and calibration sessions to reinforce consistency and sound judgment across the team.
Partner with the Director of Resident Qualifications to evolve training materials, workflows, and guidance as policies, tools, or risk conditions change.
Foster a culture of accountability, consistency, and continuous improvement within the Resident Qualifications function.
The Manager is responsible for leading team execution and development, while the Director retains ownership of department strategy, policy, and long‑term planning.
Regional Partnership, Collaboration & Application Processing Consultation
Partner with Regional Managers and Regional Sales Managers to provide consultation on application processing practices and screening outcomes as they relate to leasing performance and delinquency trends.
Review regional application flow, conversion points, and escalation patterns to help identify opportunities to improve throughput, reduce friction, and support timely leasing decisions.
Provide execution-focused guidance aligned with the policies and standards set by the Director.
Escalate operational risks, recurring application processing issues, or emerging regional trends to the Director of Resident Qualifications with recommended actions or support needs.
Act as a key point of contact for internal stakeholders, including on-site teams, centralized operations, and third-party screening partners, regarding resident qualification standards and escalation guidance.
Partner with cross-functional teams to ensure policies are clearly understood, consistently applied, and operationally sustainable.
Support clear and consistent communication to field teams regarding updates to screening standards, processes, or tools.
Operational issues, recurring processing concerns, or regional trends requiring policy changes should be escalated to the Director for strategic review.

Qualifications
Education & Experience:
Bachelor’s degree in Business, Operations, or related field preferred.
Minimum 5 years of experience in property management, resident screening, or a related operational role.
A minimum of 1 year of people management experience.
Proven ability to analyze data, identify trends, and present actionable insights to senior leadership.
Strong skills in leadership, communication, problem-solving, and cross-functional collaboration.
Certificates, Licenses, Registrations:
A valid driver’s license.
Tools & Systems:
Proficiency with screening platforms, data analysis tools, and Microsoft Office Suite.

Salary range: $85,000-$95,000/yr
If you are hired at Morgan Properties, your overall compensation package will also be determined based on factors such as geographic location, skills, education, and/or experience which may result in total compensation outside of this range.
