The State of New Hampshire, Department of Safety, Division of Administration, has a full-time vacancy for a Project and Data Manager (Business Systems Analyst II) which has a 37.5 hour work week and is considered exempt.

Summary:

To research and evaluate business policies and processes for the Department of Safety, in collaboration with the Department of Information Technology (DoIT), to ensure the development, integration, and support of compatible automated business systems, functions, and applications that align with Division goals and objectives.

YOUR EXPERIENCE COUNTS:Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience:Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in management information systems, computer information systems, computer science, or systems analysis, including experience in software development, software support, or software maintenance.

License/Certification:Valid drivers license or access to transportation

Other Requirements:Must pass a fingerprint based criminal background check and motor vehicle record check in order to ensure suitability for exposure to confidential information.

Trainee Option:Candidates with an equivalent combination of 9+ years of relevant education and experience after completion of high school may be considered and hired in trainee status for this position.

Responsibilities:

Directs and manages project development, to include preparing concept plans, policies and procedures; planning and scheduling timelines and milestones using appropriate tools; reviewing and preparing reports detailing the progress of projects; assigning, supervising and coordinating staff and resources; and making management-level decisions to ensure project progress is timely. Initiates research with clients and vendors to identify potential internal and contracted services to meet business and project requirements.

Analyzes Division business processes in order to identify opportunities for creation and/or enhancement of business systems includ ng the evaluation of current, emerging and future technologies; recommends changes and/or enhancements to existing systems to ensure enhanced efficiencies with Division operations. Initiates research with stakeholders and vendors to identify potential internal and contracted services to meet business and program requirements.

Collaborates and coordinates with the Director and Deputy Director as well as internal and external stakeholders to improve business applications and functions, such as determining and developing best practices and providing technical guidance for software, systems and applications.

Develops detailed business requirements, creates functional specifications and modification definitions for Division systems. Compiles/develops metrics, reports, workflows in support of program initiatives with a focus on quality assurance and continuous process improvement initiatives. Reviews and analyzes data to identify trends and to drive recommendations for future work efforts across the Division.

Coordinates process interfaces with the Department of Information Technology (DoIT) and contractors during system development definition, design, and testing stages. Ensures business objectives are met and receives regular updates on project and system status.

Develops functional specifications for systems changes, including resource estimates and creates executive presentations, playbooks and result driven outputs to inform Division management, team members, and Department leadership of needs.

Develops systems designs and specifications for identified workflow improvements, and interfaces; executes test plans, testing techniques and criteria in conjunction with assigned agency users and technical staff. Analyzes system errors and compiles sufficient documentation for corrective action and communicates issues to the Director and Deputy Director.

Researches, develops and recommends automated solutions to user-identified needs and assists in training and mentioning personnel in systems and technical matters; including formal and informal training of specialized software and systems applications.
