The State of New Hampshire, Department of Education, Division of Learner Support and Bureau of Special Education Support has a full-time, vacancy for a Contract Specialist.

Summary:

To analyze and interpret fiscal data, policies and procedures for use in planning and developing state and federal special education programs for students with disabilities ages 3-21 within the Bureau of Special Education Support, Division of Learner Support.

YOUR EXPERIENCE COUNTS:Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience:Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after completion of high school. Education and experience must be in education or business management.

License/Certification:Valid drivers license and access to transportation for use in statewide travel.

The work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:

Researches, develops and drafts program policy for processing of contracts and the contract process to ensure compliance with state and federal law in all contracts, purchase orders and invoices for IDEA grants, SPDG finances, SSIP finances, state general funds and all funding awarded to the state for the support of students with disabilities.

Analyzes and interprets contract information to assist in developing special education programming for students with disabilities.

Consults with state and local officials as well as private agencies around the development of contracts and financial obligations of the bureau.

Provides information and interpretations to contractors, grant award recipients, public entities as well as to the Bureau Administrator.

Analyzes existing contracts, fiscal obligations and budget parameters in order to recommend effective changes and ensure compliance with state and federal laws regarding supporting students with disabilities.

Consults with staff, state and local officials, as well as private agencies and families to ensure coordination in the implementation of programs for students with disabilities.

Researches, develops and prepares requests for proposals, Governor and Council le ters, short form contracts and cooperative agreements.

Makes formal presentations and explains federal and state regulations regarding contracts, budgetary obligations and fiscal obligations in order to implement the programs policies and procedures.
