    POSITION SUMMARY:

    Performs highly responsible, professional work in the development, execution, and administration of construction bid solicitations and contracts to ensure the timely and cost-effective purchase of services and validate contractors' fulfillment obligations through the contract period of performance.

    Performs other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

    ESSENTIAL JOB FUNCTIONS:

  • Develops, processes, executes, and monitors bid solicitations, contracts, task orders, and change orders to achieve timely delivery of required construction services; works closely with and regularly meets with COTA's Capital Delivery Division to assure that purchases meet the needs and specifications of the organization;

  • Conducts pre-bid, pre-proposal, pre-construction, and bid opening meetings; presents recommendations to the Director on awarding contracts;

  • Administers post-award contracting activities to ensure fulfillment of obligations by vendors and ensures services comply with contract terms including change orders, contractor delay, appeals, claims, liquidated damages, settlements and terminations;

  • Maintain records on contract administration actions and requirements. Evaluates contractor compliance with contract clauses and initiates corrective actions when issues are identified;

  • Maintains current knowledge of all laws (local, state, and federal) related to the purchasing of architectural, engineering, and construction services, i.e., Ohio Revised Code, Uniform Commercial Code, FTA Regulations;

  • Recommends, implements and ensures compliance with construction related procurement policies and procedures of COTA;

  • Negotiates construction-related contracts with architects, engineers and contractors;

  • Leads the negotiation of final contract language and consults with COTA legal counsel to facilitate clarification of legal issues;

  • Leads and/or participates in meetings with suppliers to rectify issues and to ensure suppliers are capable of meeting and are aware of the requirements and expectations;

  • Conducts on-site interviews of sub-contracted employees for certified payroll compliance; and,

  • Assists COTA's Vendor Engagement Administrator in ensuring that small and disadvantaged businesses have the opportunity available for all of COTA's construction procurements.

    MINIMUM EDUCATION & EXPERIENCE REQUIRED:

  • Requires a Bachelor's Degree in business or materials management and five (5) years of purchasing experience. (Preferably for a services organization).

  • Certified Professional Public Buyer (CPPB) preferred.
