Job Description
The Atlassian SME is a senior -level systems architect role within TEKsystems, focused on designing, implementing, and enhancing enterprise workflows using the Atlassian suite. This role is heavily centered on process engineering, not pure coding. The SME will transform DoD acquisition processes, stakeholder requirements, and operational workflows into scalable, automated solutions using Jira, Confluence, and Jira Service Management.
This is a senior technical role requiring deep expertise, strong communication skills, and the ability to work closely with military and technical personnel. The ideal candidate understands both Atlassian architecture and DoD acquisition environments at a high level.
Responsibilities
Provide senior -level expertise in Jira, Confluence, and JSM architecture, configuration, and customization
Build complex Jira workflows, automation rules, post functions, validators, and lifecycle-driven processes
Develop Confluence dashboards, structured spaces, and reporting pages
Create advanced SQL, JQL, and scripted logic for workflow analytics and data extraction
Integrate Atlassian tools using REST APIs and custom scripts
Support CI/CD‑driven updates and configuration deployments into Jira/JSM
Build or extend Atlassian plug-ins and applications when needed
Partner with stakeholders to map acquisition workflows and convert them into automated Jira processes
Interpret complex program requirements and translate them into pipeline logic, artifacts, and dashboards
Provide guidance using Agile, SAFe, and DevSecOps methodologies
Work with PMO/SPO-style environments and support full lifecycle acquisition activities
Produce clear technical documentation, diagrams, process maps, and reports
Required Experience & Competencies
10+ years of experience administering and customizing Jira, Confluence, and Jira Service Management
10+ years developing or extending Atlassian tools via scripting, plug-ins, or configurations
7+ years of experience supporting the Air Force or Space Force (Active Duty or GG preferred)
Strong experience automating processes using:
Java
JavaScript
HTML/CSS
Python
REST APIs
ScriptRunner
Groovy
5+ years using and extending Jira/Confluence REST APIs
5+ years using Git or similar version control
Demonstrated experience with DoD acquisition support:
Market research
Strategy development
Requirements tracking
Baseline management
Risk/issue management
Schedules and program artifacts
Familiarity with:
FAR
DoD contract types
AAF
PPBE
EVM, IMS, WBS, CDRLs, TPRs, ECPs, RIO
Ability to operate independently and collaborate with leadership in multi‑disciplinary teams
Exceptional written and verbal communication skills
Additional Requirements
U.S. Citizen
Certified Atlassian Developer (or equivalent)
Expert in Jira, Confluence, and JSM
Expert-level ability in JQL, SQL, HTML
Proficient with MS Office suite
Ability to telework with reliable connectivity
Able to obtain a Secret Clearance (with upgrade to TS)
Travel up to 25%

Candidates must have the following experience (list years for each):
Active Duty or GS/GG civilian experience in the Air Force or Space Force – 7+ years
Jira/Confluence/JSM Administration – 10+ years
Jira/Confluence/JSM Development/Customization – 10+ years
Experience building and using CI/CD pipelines to deploy configurations/code into Jira
Knowledge of PK, FM, and SDLC
Experience working in environments such as UP or FENCES
Deep experience configuring and supporting Atlassian tools (Jira, Confluence, JSM)
Ability to use Python and Java to extract data from complex Jira/JSM workflows and create dashboards for leadership visibility
Strong understanding of the DoD Acquisition Lifecycle
Coding experience in Java, JavaScript, Angular, HTML, CSS, REST APIs
Ability to gather workflow requirements and translate them into roadmaps, processes, and automated solutions
Desired Experience
Bachelor’s degree in Engineering or related field (or equivalent experience)
DoD/Defense acquisition knowledge (highly desired)
Coding skills in CSS, Java, Python
Understanding of technical infrastructure concepts (networking, installs, troubleshooting)
Agile/SAFe experience (Scrum Master certification preferred)
Ability to thrive in fast-paced, high-stress environments

This is a Contract to Hire position based out of Columbia, MD.
Pay and Benefits
The pay range for this position is $60.00 - $70.00/hr.
