Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Supervisory Duties & skills needed to be successful in this position include, but are not limited to: Responsible for oversight of training that takes place in PCMHI, which may include providing clinical supervision to trainees and/or unlicensed clinical staff. Responsible for developing functional statements & establishing performance standards & expectations for supervises. Responsible for the recruitment & orientation of new PCMHI staff. Observes workers' performance, monitors productivity, & provides both formal & informal feedback in regard to individual performance. Identifies training needs, develops work improvements plans, or recommends disciplinary action, promotion or reassignment of staff as needed. Directs the PCMHI team to provide services for Veterans & their families in accordance with the mission of VA ECHCS. This requires establishing priorities & staff resource management to meet access & related care goals. This includes monitoring PCMHI program metrics established by National VA & local metrics & development of appropriate action plans to meet goals. Performs annual assessments of the program & works closely with the Primary Mental Health Section Chief to oversee compliance with & successful execution of Mental Health Performance Measures, SAIL, workload, VERA capture, Veteran satisfaction, & quality assurance. Works collaboratively with other MH Program Leaders, MH Section Chiefs, & other ECHCS services to foster a cohesive interdisciplinary team environment. Provides clinical guidance to staff as needed & uses sound judgement in the interpretation of trends & patterns, the application of guidelines, & the recommendations or program enhancements. Performs work related to the review, monitoring, analysis, planning & assessment of the PCMHI team & is responsible for key project activities related to the planning, development, & implementation of the project component. Participates in VISN 19, & VA ECHCS committees as assigned & fosters a high profile of the VA Occupational Safety & Health Program by assuring employee awareness of potential safety hazards, promptly reporting all injuries & effecting corrective actions necessary to eliminate safety & health hazards in the work area. Responsible for independently providing psychological evaluation & diagnostic services for Veterans with a broad range of psychopathology receiving care within the PCMHI setting. This includes providing comprehensive, evidence-based psychotherapeutic interventions, including individual, family, & group psychotherapy & psychoeducation. Demonstrates expertise in using & teaching others about contemporary interview & intervention methods for a broad range of mental & behavioral health disorders. Provides education to both Veterans & family members regarding relevant mental health concerns & provides consultation to health care providers about assessment findings & treatment plan for Veterans to ensure that care is coordinated, collaborative, & integrated within the healthcare system. Responsible for achieving clinical workload expectations as established by the Mental Health Service. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations: Social Worker (Program Coordinator), GS-13: Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Knowledge of organizational structure and impact on program operations. Preferred Experience: Experience providing care in primary care or integrated care setting, supervisory experience and experience with process improvement.
