Office of the Director of National Intelligence Senior Integration Liaison Officer in Colorado Springs, Colorado
Summary Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats. Responsibilities Serves as the senior liaison for NORTHCOM to support the integration, analysis, and production of CI information, facilitate communication, coordination, and integration of activities to ensure unity of effort and mission success. Lead and support CI initiatives such as ongoing national level efforts, counter threats to military installations and sensitive facilities, and facilitate two-way communication and information sharing between organizations to ensure leadership has accurate, timely operational and strategic information. Lead and participate in command briefings, boards, and working groups to represent organizational interests and ensure coordination of policies, programs, and operations; and deliver tailored intelligence support to NORTHCOM and home agency officials in a timely manner. Maintain situational awareness of military operations, exercises, and initiatives, ensuring leadership remains informed of developments affecting organizational priorities, and identify issues impacting mission coordination and recommend solutions to improve operational effectiveness and interagency collaboration. Support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges. Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. SALARY DETERMINATION The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
