Office of the Director of National Intelligence Senior Integration Liaison Officer in Colorado Springs, Colorado
Summary Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats. Responsibilities Serves as the senior liaison for NORTHCOM to support the integration, analysis, and production of CI information, facilitate communication, coordination, and integration of activities to ensure unity of effort and mission success. Lead and support CI initiatives such as ongoing national level efforts, counter threats to military installations and sensitive facilities, and facilitate two-way communication and information sharing between organizations to ensure leadership has accurate, timely operational and strategic information. Lead and participate in command briefings, boards, and working groups to represent organizational interests and ensure coordination of policies, programs, and operations; and deliver tailored intelligence support to NORTHCOM and home agency officials in a timely manner. Maintain situational awareness of military operations, exercises, and initiatives, ensuring leadership remains informed of developments affecting organizational priorities, and identify issues impacting mission coordination and recommend solutions to improve operational effectiveness and interagency collaboration. Support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges. Requirements Conditions of Employment Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors. Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees. Qualifications Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development. Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions. Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Superior ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human, financial, and information resources. Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to manage strategic and tactical level topics, and develop innovative recommendations and solutions for improvement Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.
