The Pipeline Project Support Manager (PPS) preferred reporting location is Colorado Springs, CO but consideration may be given to another Kinder Morgan location in CO.
This position will support all Pipeline Project Support (PPS) construction projects on Natural Gas, Products and CO2 pipelines, within a broad region from the gulf through Kansas, Colorado, and Wyoming. This position will lead a team of over 30 employees, including a Construction Cost Estimator, 4 Crew Leads, and a Welding Fabricating Shop Supervisor who supervise multiple Pipeline Support Specialists and Welders in addition to approximately 40 crew labor support contractors.
Position Description:
The Pipeline Project Support Manager is responsible for planning and directing the work activities of respective pipeline construction crews associated with the maintenance, repair and new construction of pipeline facilities and their associated right of ways. The responsible pipeline construction crews include: Morton, KS, Watkins, CO, Rawlins, WY, and Pueblo, CO.
Pipeline Maintenance crews will also perform major and minor construction projects relating to pipeline anomaly repair, pipe replacement, hydrostatic testing and new facility installations and some Greenfield type projects on Natural Gas, Products and CO2 pipeline systems. Qualified candidate will work directly with Project Engineering, Area Field Operations Management, Technical Engineering, Gas Control, Environmental Permitting, PPS Crew Leads, PPS Estimators and Project Cost Analysts in prioritizing, scheduling, assuring permits and providing cost estimates for PPS involved projects. This position is expected to interface extensively with Pipeline Integrity and Project Management groups. PPS Manager will report to the Director of PPS and provide quality weekly reports concerning projects, staffing needs, project scope plans and resource allocations needed to successfully complete assigned projects. In addition, monthly project forecasts and variance reporting by project is required relative to assigned projects, crew forecasting as well as internal PPS budgets. The incumbent must ensure crew compliance with regulatory and company policies relative to welding procedures, pipeline construction, FMCSA and OSHA to promote a safe, compliant, professional and efficient work environment. Successful candidate will assist the Area and Division Management teams in developing annual capital and O&M project estimates and ensure assigned projects are completed with the prescribed budgets and regulatory compliance dates. Travel is expected to be 30%-40% interfacing with associated crews and key stakeholders throughout the area of responsibility and to corporate offices as required.
Work closely with the Pipeline Integrity group to coordinate consideration of Pipeline Integrity and Operations projects to be included in upcoming year's budget, future year PPS project loading considering crew labor budgets, PPS estimator work loading considerations, accurate completion of the Project Cost Tracker for all assigned projects.
Reviews progress, directs changes in priorities and schedules as defined by Gas Control, Project Management and Operations as needed to assure work is completed in an efficient and timely manner within budget.
Monitor projects/activities to ensure overall conformance to established KM policies, PPS guidelines and financial plans and objectives, as well as, related contractual, engineering, governmental and company requirements.
Provide effective leadership to develop sound cost estimating accuracy and planning guidelines, initiate improvement and develop processes to improve the estimating and planning procedures.
Identify potential cost saving initiatives.
Effectively manage employee performance issues and the mid-year and annual Performance Review process.
Participates in the selection/promotion of staff and salary change considerations.
Consistently maintain and demonstrate a high regard for personal safety, the safety of company assets, employees and the general public.
Must be flexible and able to work effectively in a team environment and consistently maintain a professional and respectful demeanor with co-workers, clients, vendors and regulatory agencies.
Ensures compliance with all applicable local, state and federal regulations affecting pipeline operations.
Identify, report and correct safety and environmental concerns.
Oversees the general pipeline maintenance and DOT compliance activities with the area of responsibility.
Position Requirements
Education:
Bachelor's degree in Engineering or Technical Field is preferred; however, will consider relevant industry related experience and knowledge.
Certifications, Licenses and Registrations:
Must possess and maintain a valid driver's license and driving record satisfactory to the Company and its insurers.
Qualified candidate must be able to pass the company background check and drug test to be eligible for hire.
Experience/specific knowledge:
A minimum of 7-10 years of effective management or supervisory experience in Operations or Pipeline Maintenance.
Must have working knowledge of PHMSA, FMCSA and OSHA regulations.
Ability to recruit, develop and retain effective team members.
Demonstrated behavior to promote a safe, efficient and professional work environment with each respective crew.
Strong teambuilding skills with the ability to maintain collaborative relationships with PPS stakeholders including Area Operations, Project Management, Engineering, Gas Control and Procurement, Pipeline Integrity and PPS Division and support staff.
Ability to interact effectively with key stakeholders and external providers of contracting services, rentals and materials.
Strong communication skills (oral and written), planning and organizational skills.
Proficient in using standard office software applications including Excel, Word, Outlook, with the ability to learn and use internally developed software applications, i.e. Cost Tracker, cost estimation and forecasting tool.
Ability to analyze blue prints and data; develop a business case for implementing improvements and process changes.
Must possess Operations knowledge and/or experience in pipeline operations. Proficient in strategic planning and developing and managing maintenance budgets.
Must demonstrate proficiency in hiring, developing, coaching, directing, and managing personnel performance issues.
This position may perform other duties as assigned.
Working Conditions:
- Must be able to withstand extreme weather conditions.
The successful candidate will be required to clear a DOT drug screen and a complete background check after an offer has been extended and prior to being employed.
Pay range: $136,200-$204,300. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.
