National Archives and Records Administration Supervisory Personnel Security Specialist in College Park, Maryland
Summary This position is part of the National Archives and Records Administration, Human Resources Operations Division. The incumbent serves as the Personnel Security Officer for NARA with responsibility for developing, improving, and administering the agency's nationwide Personnel Security program. This position includes program development and implementation responsibilities together with responsibility for administration of a coordinated personnel security program. Responsibilities The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Supervisory Personnel Security Specialist, you will: Lead a team of specialists in accomplishing the day-to-day tasks and issues related to personnel security and Insider Threat requirements for the entire agency. Direct complex administrative work for all aspects of the agency-wide personnel security and Insider Threat programs. Plan, analyze, develop, implement, and evaluate an overall program (including written strategies, objectives, and policies as necessary) for deterring, detecting, and mitigating insider threats. Oversee the receipt and review of background investigation reports. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience for the GS-13: You must have at least one year of experience at the GS-12 level or equivalent that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Interpreting personnel security resources such as laws, regulations and policies and applying the appropriate guidelines to resolve issues; AND Applying personnel security methods and regulations for suitability determinations; AND Reviewing reports of investigations and making appropriate recommendations. In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
