General Statement of Duties

This employee is responsible for the inspection of construction, rehabilitation, renovations, or upgrades of water, wastewater, or stormwater facilities and infrastructure and the inspection of large water mains throughout Hamilton County. This employee is responsible for ensuring adherence to the construction standards and specifications and completion of work orders, tasks, and reports associated with construction and condition assessment activity. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Engineering and surveying principles and terminology.

Construction methods and materials related to sewer mainlines and laterals, detention/retention facilities, erosion control, large water mains, plants and facilities, water and wastewater treatment processes and related control systems, electrical systems, HVAC systems, manholes, piping/valves, pumps, piers, and coating and paint systems. ODOT Construction & Material Specifications relevant to construction projects.

Conventional and job-specific symbols and notations used on maps and construction drawings.

The contents of the City of Cincinnati Construction and Materials Specifications and Standard Drawings sufficient for quick reference to answer questions or to give directions to contractors, the public, and others involved in utilities construction.

The organizational and divisional responsibilities of the department. The use of grade pole, laser beam, and GPS devices in surveying and line and grade hubs. OUPS infrastructure markings. Condition assessment inspection of existing sewer infrastructure. Safety policies and procedures, applicable agency requirements, and site safety plans.

Skill to:

Operate a cell phone, tablet, computer, calculator, and other office equipment.

Use various software, GIS platforms, and Microsoft Office applications.

Make accurate measurements using a GPS device, tape measure, or a measurement wheel.

Enter manholes, junction chambers, tunnels, shafts, and excavations.

Use hand tools, power equipment, machines, locating and tracing equipment, and air monitors. Read and record numbers from graphs, tables, gauges, and various other measuring devices. Use of proper PPE for various conditions and situations and safety harness for working at heights.

Calculate using formulas, geometry, and basic math to determine and verify areas, volumes, weights, quantities, costs, and related information. Mark up (red line) engineering drawings to produce accurate representations of completed construction. Drive a vehicle.

Ability to:

Understand and apply standard operating procedures and processes in the performance of duties. Read engineering drawings, plats, specifications, submittals, and other construction-related documents.

Conduct or observe tests and inspections of products, services, or processes to evaluate quality or performance.

Determine the type and extent of work required to make plants or facilities fully operational. Maintain accurate project records and reports.

Monitor site-specific traffic control patterns and conditions.

Ensure proper trenching techniques are implemented. Work with minimal supervision.

Follow instructions (both oral and written).

Communicate effectively and respectfully with coworkers, superiors, and internal and external customers.

Discuss construction problems with engineers and construction personnel.

Answer questions from contractors, citizens, and other parties affected by construction activity.

Work outdoors throughout the year and in inclement weather. Use proper PPE, identify unsafe practices and conditions, and bring such matters to the attention of the crew leader or supervisor.

Required Education and Experience

Each applicant must have two years of experience as a Utilities Construction Inspector 1 or a Wastewater Collection Inspector with the City of Cincinnati

OR

Have two years of experience in the inspection of water, sewer, or stormwater construction AND have completed one of the following in plumbing or electrical:

• one year in an apprenticeship program

• a certificate from a state-accredited trade school or college

• A minimum of 12 credit hours in plumbing, electrical, or related courses from an accredited college or university.

Within the Department of Water – Engineering Division: Utilities Construction Inspector 1’s will be promoted to Utilities Construction Inspector 2’s after two years of successful performance as an Utilities Construction Inspector 1.

OTHER REQUIREMENTS

Must have a valid Driver's License. Must be willing to work a flexible schedule, which occasionally includes evenings and weekends on an on-call basis.

Must be able to provide and drive a personal car to work sites as needed for the performance of duties.

May be required to obtain an Ohio Class “B” Commercial Driver’s License with tanker endorsement.

Some positions may require possession of, or ability to obtain, PACP CCTV certification and NASSCO manhole and CIPP inspector certification within the probationary period.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Indoor or outdoor environments depending on position; exposure to extremes in weather conditions, dust and mold, office computer screens, risk of exposure to asbestos, lead, pesticides, pathogens, and loud noise.

Physical Conditions:

Standing and walking for prolonged periods of time; lifting up to 60 pounds occasionally and 15 pounds frequently; stooping, kneeling, squatting, climbing stairs or ladders, working at heights up to 300 feet; fine motor skills; read detailed work and speak; must be able to operate a vehicle.

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.

    Do you understand the examination process is worth 100% of the examination grade. Qualified applicants will be notified at least 14 calendar days prior to the promotional exam date. Seniority points will be added to the passing scores. The passing score will be determined after the examination by the Civil Service Examiner together with the Civil Service Secretary. Determination of passing score will be based on the job analysis and the examination results in conjunction with subject matter experts (Special Examiners) and/or professional methods.
