General Statement of Duties

This employee supervises assigned program activities and operations within assigned division. Employee coordinates assigned activities with other divisions, outside agencies and the general public and provides highly responsible and complex staff assistance to division. Oversees the management, planning, and scheduling of code enforcement staff and the administration of the Private Lot Abatement Program (PLAP).Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of :

City human resources policies and procedures and civil service rules.

Union contracts; grievance procedures.

Basic technical principles of equipment operation.

Principles of management, supervision, training, and performance evaluation.

Pertinent federal, state, and local laws, codes, and regulations, with emphasis on CMC chapters: 714 . LITTERING, 729 – WASTE DISPOSAL and 731 – WEED CONTROL. Safety policies and procedures; OSHA requirements; Employee Safety Instruction Manual.

Knowledge of office clerical functions and responsibility.

Budget, accounting, and billing functions; requisition procedures, and inventory control. Property tax assessment protocol developed between the Hamilton County Auditor's office and the city of Cincinnati.

Construction standards and electrical codes.

Basic mathematics.

Basic English grammar, usage, and spelling Basic technical principles of equipment operation.

Computer operations: word processing, spreadsheet, and database programs, and special applications relative to work processes, including PermitsPlus, Arcview, and CAGIS applications developed for DPS.

Report writing and analysis.

Basic knowledge of other city facilities/entities and their responsibilities

Skill to :

Operate a personal computer and other office equipment.

Operate appropriate motorized vehicles.

Operate telephones, two-way radios, facsimile machine.

Use a calculator; perform basic mathematical computations.

Drive a car and truck.

Coordinate crew configuration.

Ability to :

Supervise, organize, establish work priorities, and review the work of lower-level staff.

Oversee clerical functions of office staff.

Select, supervise, train and evaluate staff.

Interpret and explain City policies and procedures.

Examples of Work Performed

Directs coordinates, and reviews the work plan for assigned PLAP services and activities.

Assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; inspects daily work reports; review of PLAP invoicing, ensures that standards and specifications are met; meets with staff to identify and resolve problems.

Develop and implement Code Enforcement Models for large multi-family units. Testify effectively in court/administrative hearings (OAH and Hamilton County)

Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements City and departmental human resources policies and procedures; interpret and utilize union contracts; maintains attendance and performance records.

Oversees the maintenance, upkeep, and cleaning of assigned motorized equipment; oversees assembly, testing, and installation of new equipment.

Prepares progress reports and other informational reports weekly and monthly as assigned; analyzes data as necessary.

Investigates accidents and injuries on the job; instructs employees in completion of accident forms; directs employee to appropriate resources if personal problems are affecting job performance; responds to employee grievances.

Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; makes recommendations for changes and improvements to existing standards and procedures; works with supervisor to establish and enforces safety policies and procedures.

Recommends and assists in the implementation of goals and objectives; makes projections of material needs and personnel needs; works with staff to identify and obtain needed equipment and materials; estimates cost of jobs to be completed in assigned area.

May participate in the budget preparation for assigned work area; monitors expenditures. Assists with emergency operations.

Coordinates assigned activities with those of other divisions and outside agencies and organizations; consults with representatives of outside groups as appropriate Assists those contacted in the course of duty in an effective, efficient, and professional manner.

Required Education and Experience

Each applicant must have four years of highly responsible or team leader work experience in litter control, property abatement, code enforcement, or a closely related field.

OR

Each applicant must have an associate’s degree in Business Management, Operations Management, Project Management, Construction Management, Public Administration, or a closely related field, and two years of highly responsible or team leader work experience in litter control, property abatement, code enforcement, or a closely related field.

Relevant education may be substituted for relevant experience and relevant experience may be substituted for relevant education; however, applicants must have a minimum of one year of relevant experience.

OTHER REQUIREMENTS

Must have a valid Driver's License.

Must furnish own vehicle; may be required to drive to various work sites.

Must be willing to work a flexible schedule including irregular hours, mornings, evenings, weekends, and holidays, if necessary

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Working and Physical Conditions

Environmental Conditions : Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; work around machinery and moving vehicles, on ladders or scaffolds, below ground; work with electrical energy; exposure to dust and fumes from construction sites, roadways, motorized equipment and cutting torches.

Physical Conditions : Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; moderate and heavy lifting and carrying; general manual dexterity required; must be able to operate assigned vehicles.

Probationary Period: Twelve Months

Supervision Exercised: Exercises direct supervision over technical, supervisory, professional, maintenance, and clerical staff.

Health Insurance

The City of Cincinnati 80/20 offers 3 medical plans to all full time City of Cincinnati employees and eligible dependents: the 80/20 PPO medical plan, the HDHP medical plan with an HSA contribution, and a Health Reimbursement Arrangement for those enrolled on another non-city eligible group plan.

Basic Life Insurance

A $50,000 Basic Life Insurance policy is paid for by the City for certain eligible employees. Full time employees not eligible for the City-paid basic life insurance policy are generally provided a similar benefit through their union group.

Supplemental Life, Long Term Disability, Accident & Critical Illness Insurance

Most full time City employees are eligible to participate in a supplemental life insurance program, a long term disability plan, and accident and critical illness insurance programs at their own expense. Premiums are determined by age, amount of coverage, and various additional factors.

Flexible Benefits Plans

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Healthy Lifestyles Program

City employees can voluntarily participate in a wellness incentive program that encourages and rewards employees and their spouses/equal partners for making positive choices for better health. The City of Cincinnati will contribute up to $300/year to a Health Reimbursement Account for each the employee and their spouse/equal partner for meeting specified program goals. These dollars can be used to offset qualified out-of-pocket medical expenses.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation

As an Ohio government employer, the City offers employees the ability to participate in a 457(b) tax-deferred retirement savings plan. The City makes an annual match to your 457(b) of up to $750, or as otherwise specified in applicable regulations and union contracts.
