General Statement of Duties

Under general supervision, this employee plans, coordinates and schedules work for Mechanical Wastewater Treatment maintenance crews, other crews, and contractors. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Electrical circuitry.

Mechanical drawings.

Safety policies and procedures, e.g. Employee Safety Instruction Manual and applicable agency requirements.

Safety hazards and appropriate precautions applicable to planning work assignments for designated crafts.

Mechanical Maintenance terms.

Methods used in mechanical maintenance and repair.

How physical plant equipment operates sufficient to plan work when equipment malfunctions.

Physical plant machinery including mechanical, hydraulic, and pneumatic systems with sufficient knowledge to troubleshoot and correct malfunctions. Computerized maintenance management systems.

Computer literacy skills including word processing, spreadsheets, databases, e-mail, and calendaring/organizer functions.

Methods, materials, tools, equipment, and procedures used in the installation, set-up, maintenance, repair, alteration, replacement, fabrication, and/or repair of industrial mechanical equipment.

Methods and techniques of work order scheduling, with emphasis on computerized scheduling and tracking systems.

Human Resources Policies and Procedures, Civil Service Rules, departmental policies and procedures, and the union contract.

Skill to:

Perform simple calculations such as measurements. Use a computer to perform computer tasks and use software such as a Computerized Maintenance Management System (CMMS), Word and Excel. Use hand tools, e.g. hammers, pliers, wrenches, etc. Use small power tools, e.g. drills, saws, etc.

Drive city vehicles in the performance of work.

Ability to:

Troubleshoot malfunctioning mechanical equipment.

Read and interpret shop manuals, construction prints, wiring drawings, and/or schematics applicable to planning work assignments for designated crafts.

Communicate effectively with suppliers, verbally and in writing.

Handle public contacts diplomatically.

Carry out oral and written instructions.

Prepare clear and concise records, reports, and other written materials.

Analyze and develop efficient maintenance procedures.

Examples of Work Performed

Plans and schedules work.

Utilizes CMMS to develop and track job plans, preventive maintenance schedules, safety related procedures and equipment hierarchies.

Plans mechanical maintenance work, including estimating material, equipment, labor and safety requirements to maximize efficiency and productivity; availability of parts and equipment, and to make efficient use of crew member resources.

Ensures asset and equipment information, including spare parts, warranty information, specifications, and documentation for maintenance activities is available and documented in the CMMS.

Participates in the development and updating of preventive and predictive (condition-based) maintenance strategies, locations and assets in CMMS.

Balances scheduled work orders with labor availability.

Applies current safety policies, instructions for proper usage, and other procedures and professional practices required for completing job duties.

Reads and understands blueprints, equipment specifications and schematics to perform planning function.

Follows business processes for the requisition of equipment, tools, supplies, and services necessary for maintenance of the facilities.

Drives to various job sites to perform or inspect work.

Keeps inventory records of maintenance supplies; keeps records of requisitions and storeroom purchases.

Assists in mapping out new projects.

Screens work orders (WOs), service requests (SRs), and duplicate work for accuracy, and prioritizes planning of work orders per business processes.

Ensures safety related documents, such as MSDS, Lock-out/Tag-out, Energized Electric Permits, and procedures are linked or listed as an operation on the job plan.

Prepares Add-to-Stock forms on new purchases and provides to storeroom for assignment of inventory item number. Prepares equipment information and fills out justification forms whenever funding for parts or replacement assets is needed on planned jobs.

Develops and assigns new asset numbers, when assets are replaced, and performs equipment specification tagging in the field.

Ensures routes, job plans, and preventive and predictive maintenance strategies are updated when new asset tags are assigned.

Assists in the development and implementation of maintenance output strategies from PMO recommendations, Capital Asset Development, Reliability Centered Maintenance, and Root Cause Analysis.

Develops Preventive Maintenance (PM’s), job plans, specification information, and routes in CMMS, based on the scope of work, craft identification, labor hours required, and materials and/or tools needed.

Decommissions equipment or assets, as needed, per policy.

Performs other related computer tasks and utilize software such as CMMS, Word, and Excel for managing databases, data analysis, and coordination.

Maintains documentation of history files.

Balances the weekly schedule with the available labor and plant priorities using the scheduling tool and process.

Develops and communicates the preliminary and final weekly schedule for maintenance crews. Primarily plans mechanical work but may be requested to plan temporary electrical/instrument work.

Facilitates weekly preliminary scheduling meetings with Operations and Maintenance.

Generates preventive maintenance work orders.

Performs backlog management for crews.

Coordinates activities with other work groups.

Provide technical and functional assistance to lower-level personnel.

Determines parts, materials, and services needed for the required work per business processes.

Identifies if items are in stock or if they need to be purchased. May be required to enter confined spaces in the performance of job duties. May be required to use fall protection equipment in the performance of job duties.

Required Education and Experience

Open:

Each applicant must have six years of experience as an industrial mechanical maintenance worker servicing water/wastewater treatment, chemical processing, food processing, or related industrial facilities. The experience must include direct involvement with industrial process equipment.

OTHER REQUIREMENTS:

Must have a valid Driver's License. Must be able to work overtime, split shifts, and/or irregular hours at various work locations.

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Additional Exam Information:

Who May Compete on this Exam: All classified permanent employees with the City of Cincinnati who meet the qualifications as of the exam date. It is the policy of the Civil Service Commission that temporary transfer and/or promotions time will not be counted for examination eligibility purposes.

Per Civil Service Rule 10, Section 2, at least one-half of the required work experience must have taken place within the five years immediately preceding the examination, unless specified otherwise on the announcement.

Required Service Rating:No employee who has received "does not meet expectation" on two of the last three performance evaluations may compete.

Exam Scoring and Seniority Points:The passing score will be determined after the examination by the Civil Service Examiner together with the Civil Service Secretary. Determination of passing score will be based on the job analysis and the examination results in consultation with subject matter experts and/or other professional methods. Seniority points will be added to passing scores.

Twelve-Month Rule (AFSCME) : Employees who are currently in the 12-month period after promoting, laterally transferring, or demoting may test for other posted positions. However, in order for the employee to be appointed to that position, he/she must meet all eligibility requirements under the Civil Service Rules.

Environmental Conditions:

Physical Conditions:

This position requires heavy physical labor and the ability to lift up to 60 lbs. and carry up to 50 lbs. Employees are required to climb stairs, climb ladders, reach up, bend down, twist, push, pull, balance, squat/crouch, kneel, crawl, grasp, pinch, perform repetitive motions, and have normal manual dexterity. Employees are required to sit, stand, or walk for extended periods of time. Employees are required to work at heights, depths, and work both indoors and outdoors. Employees are required to meet the requirements to utilize a Type 1AA extension ladder.

Healthcare Flex Spending Account

City employees can participate in the Healthcare Flex Spending Account that can be used to pay out-of-pocket medical, prescription, dental, and vision care expenses for employees and family members.

Dependent Care Flex Spending Account

City employees can participate in a Dependent Care Flex Spending Account that can be used to pay work-related dependent care expenses. Participants can set aside money each year through pre-tax payroll deductions to pay for these expenses.

Transportation Expense Reimbursement Account

City employees can participate in a Transportation Expense Reimbursement Account (TERA) that can be used to reimburse expenses related to traveling to and from work. Participants can set-up a pre-tax payroll deduction up to an IRS regulated amount.

Integrated Health Reimbursement Arrangement (HRA)

This is a voluntary program that serves as an alternative healthcare option to traditional medical plans. If you have alternate group health coverage available to you through a spouse, equal partner, another job, or a non-city retirement plan, you may be eligible for this plan which reimburses you for the difference in premiums between the plans and your covered out of pocket expenses on the other plan.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements. The following groups are excluded from participation in CRS: Mayor and Members of City Council; Sworn Police & Fire; Police Recruits; and Rehired Ohio Police & Fire Retirees.

Deferred Compensation
