General Statement of Duties

This employee is responsible for the administration, coordination, and communication of the predictive maintenance (PdM) services across the Department of Sewers/Division of Wastewater Treatment. Duties include coordinating activities, data collection, analysis, diagnostics, and preparing necessary technical reports. This employee may perform advanced technical staff work relative to maintenance and plant process control representing the department in selecting equipment and products and determining and specifying project component requirements such as power and size, complete documentation records, prepare tubulations and reports, make charts, graphs, and provide analysis; maintain, develop and document hardware and software associated process control systems. May assist in the analysis, review and inspection of process control work. May oversee and check the work or lower level employees and interpret and analyze data gathered by such employees. Performs related duties as required.

Minimum Qualifications (KSAs)

Knowledge of:

Personal computers and computer software such as data bases, word processing, and data analysis functions. Safety policies and procedures, e.g., Employee Safety Instruction Manual and applicable agency requirements.

How wastewater treatment equipment operates sufficient to monitor and diagnose defects when equipment malfunctions.

Human Resources Policies and Procedures, Civil Service Rules, department policies and procedures, and the union contract.

Predictive condition monitoring principles and practices, including visual inspection.

Predictive Maintenance technologies such as Vibration Analysis, Infra-Red Thermography, and Ultrasonic Analysis, On-line and off-line motor testing, Lubricant, Hydraulic Fluid and Wear Particle Analysis.

Root Cause Failure Analysis and Reliability Centered Maintenance principles and practices.

Machine fundamentals, including pumps, motors, blowers, compressors, switchgear, etc.

How machine/equipment failures occur.

Evaluation of findings.

Industrial electrical components.

Software database configuration and editing, including routine and advanced data acquisition

Skill to:

Use advanced electrical test instruments such as oscilloscope, Meggar, bridges, signals, pulse and function generators, high potential, and other high voltage test equipment.

Troubleshoot simple hardware and system software problems. Operate a personal computer and other standard office equipment.

Properly and safely operate a motor vehicle.

Collect, analyze, and report on technology data.

Collect data in accordance with company best practices and standards.

Perform technology program set-up as required.

Troubleshoot simple hardware and system software problems, including those used for predictive condition monitoring.

Conduct Predictive Condition Monitoring Acceptance testing on new system installations and specify any non-compliance conditions required in writing for warranty claim or other purposes.

Ensure the security of high value portable predictive condition monitoring technology tools. Use advanced Predictive Condition Monitoring instruments such as Vibration Data loggers, Infra-red Thermography devices, Ultrasonic Analysis instruments and On-line and Off-line Motor Circuit Analysis Suites.

Ability to:

Perform calculations for motor circuits.

Write preventive maintenance job steps .

Assess pump efficiency test results.

Work at heights and in confined spaces.

Rewrite, expand, and route work orders.

Communicate effectively with employees and suppliers, both orally and in writing.

Reach sound decisions based upon available information; evaluate alternatives and their ramifications sufficient to direct the activities.

Maintain a calm attitude in stressful circumstances and to perform with a high degree of stability in order to effectively deal with the situation.

Formulate and institute new maintenance and operational procedures.

Conduct condition monitoring analysis using advanced predictive technology software and communicate via Predictive Maintenance Management.

Software and Computer Maintenance Management System the results and recommended corrective actions.

Conduct correlation analysis to confirm degraded conditions inferred by data from two or more predictive condition monitoring technologies.

Work with minimal supervision.

Examples of Work Performed

Checks, analyzes, and troubleshoots various electrical, electronic, or electro-mechanical system drawings for correct operation and to design components of a larger system; prepares cost estimates for work

Acts as liaison between Engineers, maintenance supervisors, and work crews by interpreting the electrical engineering requirements of blueprints and instructions for modifications to existing equipment or for new installations; acts as liaison to other City agencies/departments for project information.

Assists in the review of electrical and/or electronic shop drawings and contractors' submittals for compliance with design specifications, associated governmental and manufacturing standards used for construction of new facilities.

Inspects new process control equipment and materials upon their arrival for defects and compliance to specification and various standards; reviews and/or prepares operation and maintenance manuals for new equipment

Checks plans and specifications for compliance with the National Electric Code and other building related codes; submits plans and specifications to various governmental agencies, such as the Building and Inspections Department, IBI (electrical inspections), and other local agencies for review and/or approval.

Performs calculations for sizing of feeder branch and motor circuits.

Performs investigations, prepares special project reports with instrumentation and process control equipment, system control, or operational problems.

Attends outside workshops/seminars related to electrical, electronic, instrumentation, Programmable Logic Controllers (PLC), mechanical, or other designated responsibilities

Calibrates oscilloscope for frequency and wave form; reads voltage, shape, and sync of wave forms to compare a working, solid-state device to establish a standard; determines proper operation and the configuration of programmable logic controllers' MMI Software and radio telemetry equipment.

Troubleshoots, repairs, or replaces printed circuit boards, integrated circuits, solid state components, diodes, capacitors, silicon-controlled rectifiers, instrumentation, etc. Sets up, troubleshoots, repairs, replaces, and programs electro-mechanical timers, and programs electronic timers and configures temperature, level, flow, pressure instrumentations using laptop computers or O & M manuals.

Sets up, programs, and installs portable flow meters.

Configures process controllers by use of basic computer logic, microchips, diagrams, and programmable keyboards.

Sets up, assembles, disassembles, and tests control devices for correct inputs and outputs by use of V.O.M. logic probes, oscilloscope, electronic, and electrical schematics. Cleans, lubricates, and adjusts instrument mechanisms; replaces faulty parts and makes calibration tests

Installs data logger, downloads data, and analyze graphs.

Installs, replaces, or repairs piping and wiring associated with process control equipment

Makes a field repair, if possible; makes changes in timing and sequence of controllers and removes and replaces solid-state modules to troubleshoot, and repair.

Adapts or modifies standard mechanisms and circuits to meet special purposes and fabricates electrical controls when needed.

May oversee or perform maintenance of safety appliances, lighting controls, and air-handling equipment.

Maintains log books and related written records and assists in maintaining a spare parts inventory which may include the use of computers; uses computer systems for record storage and retrieval, data entry, and information searches.

Performs general electrical maintenance work over 600 volts, such as installing, modifying, and troubleshooting electrical lines, circuits, fixtures, motors, controls, and systems. Performs site inspections before a project can begin; performs field inspections to compare drawings with the project site to ensure conformance to City specifications.

Maintains files of scale drawings, record sheets, field notes, cut sheets, and plot plans.

Designs and produces layout drawings showing and/or allowing for utilities, furniture, floor coverings, lighting and electrical outlets, wall coverings, window treatments, and partitions as a part of remodeling rooms or offices.

Designs specialty piping systems, in compliance with any applicable codes, utilizing various explosive and non-explosive gases for laboratory related equipment, including the proper sizing and routing of pipe as well as the proper locating of valves, fittings, hangers, and other appurtenances

Performs non-professional levels of designing heating, ventilating, and air conditioning systems and equipment for smaller (one or two room) applications.

Designs room layouts with proper and/or adequate location of mechanical equipment for efficient use by occupants, making appropriate allowances for utility hook-ups and access for maintenance purposes.

Functions in a lead worker capacity for lower level technicians; may direct and review the work of lower level Technicians; reviews reports (inspections, tests, surveys, etc.) completed by others. Composes correspondence for own or supervisor's signature.

Required Education and Experience

OPEN:

Each applicant must have three years of paid, professional work experience performing predictive maintenance work and knowledge of reliability principle

AND

Possess one or more of the following certifications: Level 1T Vibration certification , or a Level 1 or higher ASNT certification in predictive condition monitoring technologies such as Infra-Red Thermography, Ultrasonic Analysis, On-line motor testing, off-line motor testing, or a department approved certification.

OTHER REQUIREMENTS:

Must have a valid Driver's License. Must be willing to attend departmental training programs, seminars or other job-related courses as required. May be required to travel. Must be willing to work scheduled and unscheduled overtime as required. Must be willing to work irregular hours including shifts and weekends.

Possess and maintain a Level 1T Vibration certification and one or more of the following certifications: A Level 1 or higher ASNT certification in predictive condition monitoring technologies such as Infra-Red Thermography, Ultrasonic Analysis, On-line motor testing, off-line motor testing, or a department approved certification within the probationary period.

Environmental Conditions:

Employees are required to work at heights, depths, and work both indoors and outdoors. Employees are exposed to extreme heat, extreme cold, weather elements, insects, pesticides, allergens, mold, dust, bodily fluids, pathogens, flickering lights, asbestos, noxious/toxic fumes, sewer odors, and confined spaces. Employees are required to meet the requirements to utilize a Type IAA extension ladder.

Physical Conditions:

This position primarily requires heavy physical labor and the ability to lift up to 60 lbs. and carry up to 50 lbs. Employees are required to climb stairs, climb ladders, reach up, bend down, twist, push, pull, balance, squat/crouch, kneel crawl, grasp, pinch, perform repetitive motions, and have normal manual dexterity. Employees are required to sit, stand, or walk for extended periods of time.

Retirement Plan

The City provides a defined benefit pension plan for part-time and full-timeemployees. New hires and re-hired employees are required to participate in the City of Cincinnati's Retirement System (CRS), regardless of previous participation in an Ohio State pension system or any another state or federal pension system. CRS is funded by employer and employee contributions, and investment returns from plan assets. CRS provides retirement and health care benefits subject to eligibility requirements.
