Division of Personnel Government of the VI Environmental Program Manager (Continuous 10/9/25) (EXT) (DPNR-STX) in Christiansted, Virgin Islands

This is a standard position description for use in an environmental program in which the application of scientific or engineering and technical principals are used. Under administrative direction the incumbent fulfills the mission of the department/agency via supervising, planning, directing, and coordinating activities of workers engaged in environmental protection projects. An employee in this class practices the environmental protection and optimum use of air, land, and water resources as well as the management of urban development, which leads to an improvement in the health and wellbeing of people and the environments. Duties and Responsibilities: DUTIES (NOT ALL INCLUSIVE): - Develops an environmental program Work Plan for the implementation of federal and/or local regulations on the protection of the Territory's air, land and/or water resources. - Participates in and maintains supervisory control over the technical and managerial aspects of environmental protection activities, such as air pollution, water resources, water supply, solid waste disposal, waste water collection and treatment, general environmental sanitation, housing, industrial hygiene, institutional hygiene, ionizing radiation, rural and recreational sanitation, shellfish sanitation, swimming pools and bathing beaches, and food and milk control. - Supervises program staff, including environmental engineers, environmental specialist, and other professionals and clerical personnel in environmental protection activities. - Analyzes data on program effectiveness and prepares report for management and the United States Environmental Protection Agency that reflect assessment of program. - Reviews for approval/disapproval all correspondences, and expenditure request forms for travel and purchases. - Chairs all program staff meetings. - Writes grants proposals for Special Projects Grants offered by the U.S. Environmental Protection Age. - Advises the Director on policy, programmatic and personnel decisions. - Provides technical assistance and advice to the public, public officials, industrialist, architects, consulting engineers and operators of water systems, wastewater treatment plants, and/or landfills. - Assists in the development and presentation of information to be used as evidence in legal action. - Performs other related duties as required.
