Job Description
The Impact Finance Senior NMTC Project Manager - USBCDE Program Manager negotiates, structures, underwrites, and closes equity and debt investments utilizing Federal New Markets Tax Credit (NMTC) programs with a primary focus on transactions utilizing U.S. Bancorp Community Development Entity (USBCDE) allocation. They manage relationships with internal Business Development Officers, sponsors, and external partners in negotiating investment terms and structures, and is responsible for obtaining credit approval prior to closing.
This role engages third‑party professionals (attorneys, accountants, consultants, and other advisors) in coordinating the drafting, collection, and review of transaction documentation, legal agreements, and financial projections necessary to close NMTC investments. They will coordinate with Asset Management to ensure a seamless transition of closed investments for ongoing compliance, monitoring, and reporting throughout the NMTC compliance period.
This position is responsible for USBCDE application strategy and execution, including drafting and managing the overall USBCDE application process. They will lead and manage USBCDE‑specific activities, including allocation deployment and responsible for the establishment, maintenance, and ongoing enhancement of internal policies, procedures, and guidance necessary to support USBCDE strategy, operations, and compliance. Additionally, this position coordinates with internal stakeholders and external agencies, as necessary, on matters related to USBCDE and NMTC program advocacy.
Basic Qualifications
Typically Bachelor's degree and eight or more years of related experience
Or, MBA/JD with five or more years of directly related experience
Preferred Skills/Experience
Extensive knowledge of Federal NMTC programs including investment underwriting and knowledge of regulatory risk requirements
Working knowledge of managing a Community Development Entity (CDEs) is strongly preferred
Experience drafting and managing federal NMTC allocation applications
Ability to develop and manage policies, procedures, and internal guidelines for NMTC or similar tax credit programs
Knowledge and experience with real estate and operating business underwriting, construction finance, legal and real estate documentation, and accounting
Proficient computer skills, specifically Microsoft Office applications
Well‑developed analytical and problem‑solving skills, highly detailed oriented
Effective interpersonal, verbal, and written communication skills

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $126,820.00 - $149,200.00
