Procurement Project Manager / Engagement Manager
hybrid - minimal onsite in Chelsea, MA
Long term contract
We are seeking a highly skilled Procurement Project Manager / Engagement Manager with at least five years of experience leading complex, multi‑stakeholder initiatives. This role blends procurement leadership , project management , and stakeholder engagement , ensuring initiatives are delivered on time, within budget, and aligned with organizational goals. COTS products preferred.
The ideal candidate is self‑motivated, able to operate with minimal supervision, and experienced in coordinating both technical and non‑technical teams. Strong communication skills are essential, as the role includes frequent interaction with senior leadership, vendors, and subject‑matter experts across the agency.
Experience supporting Learning Management System (LMS) procurements or implementations is a strong plus. Prior Public Sector project or procurement experience is highly desirable.
Key Responsibilities
Procurement Leadership
Lead end‑to‑end procurement efforts, from developing detailed specifications to vendor evaluation, scoring, selection, contract negotiation, and onboarding.
Ensure all procurement documentation aligns with agency, state, or government regulatory standards.
Support the drafting of high‑quality business and technical requirements for RFPs/RFIs.
Manage scope changes, ensuring all requests are documented, assessed, and formally approved.
Project Management
Run large, complex procurement and implementation projects from initial requirements through go‑live.
Develop and maintain detailed project plans, schedules, budgets, staffing plans, project checklists, and quality controls.
Define project scope and objectives with stakeholders, ensuring technical and operational feasibility.
Identify project risks, develop mitigation strategies, and maintain contingency plans.
Oversee testing cycles to ensure solutions meet quality, performance, and compliance standards prior to implementation.
Continuously evaluate and improve project management processes, tools, and documentation.
Stakeholder & Engagement Management
Serve as the primary point of contact for stakeholders, vendor partners, senior agency leadership, and project teams.
Facilitate project meetings and produce clear, executive‑level presentations for leaders at all levels.
Clearly communicate complex technical concepts to non‑technical audiences and decision‑makers.
Allocate internal and vendor resources effectively and monitor workload distribution for optimal productivity.
Provide consistent and timely project status reporting, escalation management, and issue resolution support.
LMS (Learning Management System) Experience — Strong Plus
Candidates with LMS experience may additionally:
Lead or support procurement and implementation of LMS platforms (e.g., Cornerstone, Moodle, Workday Learning, Canvas).
Work closely with HR/Training teams to define LMS requirements and evaluate vendor capabilities.
Oversee LMS technical integration planning, testing, and rollout activities.
Support adoption, communication, and training strategies during LMS deployment.
Public Sector Experience — Highly Desirable
Candidates with Public Sector backgrounds may:
Navigate state, federal, or municipal procurement requirements and compliance standards.
Manage multi‑agency stakeholder groups and coordinate cross‑departmental collaboration.
Ensure documentation, procurement events, and decision processes align with government policies.
Qualifications
Minimum of 8 years of experience managing large, complex procurement or technology projects.
Strong understanding of project management methodologies, PMI‑aligned principles, and best practices.
Proven expertise developing requirements, procurement documentation, project plans, and executive reporting.
Excellent verbal and written communication skills, with the ability to convey complex information clearly.
Experience managing both technical and non‑technical contributors.
PMP, CAPM, CPSM, or equivalent certifications preferred.
LMS procurement or implementation experience strongly preferred.
Public Sector experience is a significant bonus.
