Position Purpose

Directs the management of the Emergency Preparedness (EP) organization which provides technical direction, support, and oversight for NPG’s Emergency Preparedness Programs, as well as directly implementing responsible offsite activities in support of these programs. Interfaces with industry and regulatory groups regarding program activities and issues. Interfaces with state and local governments that provide support to and/or have a vested interest in NPG’s emergency preparedness program. Ensures that managed activities are conducted in accordance with appropriate regulations, TVA commitments, policies, and procedures.

Job Dimensions

Supervisory Responsibility— Is responsible for supervising: Supervisor and 4 managers dedicated to the Emergency Preparedness functions such as Site EP, EP Program Planning & Implementation, Emergency Preparedness Systems, and State and Local EP Programs. Fleet CFAM for Emergency Preparedness with GOES responsibilities for all sites.

Budget Responsibility— In addition, has responsibility for the development and management of a departmental budget, including contracts with outside agencies providing EP support services. ($9M per year)

Principal Accountabilities

Manages the development and implementation of the Emergency Preparedness (EP) Program for Nuclear Power as required by Federal Regulations to operate a nuclear facility.

Manages the development, implementation, and maintenance of the responsible corporate aspects of these programs.

Establishes NPG policy and provide strategic guidance in the areas of Emergency Preparedness.

Ensures an emergency preparedness program is being effectively managed, maintained, and implemented throughout NPG. This includes direct implementation of all offsite aspects of the EP program.

Manages/directs the maintenance and operability of EP emergency systems. This includes the prompt notification systems, MET (Meteorological) towers, offsite radiological monitors, and thermal compliance monitors at each site.

Manages the establishment and maintenance of all contracts and agreements required to support Emergency Preparedness activities.

Provides routine interface with state, local, and federal agencies that support the Emergency Preparedness Program to ensure services are meeting program requirements.

Manages and provides technical direction and interfaces with NRC, FEMA, INPO, State, Local, and industry regarding NPG’s Emergency Preparedness Program.

Provides management/oversight of Site Emergency Preparedness.

Responsible to provide governance by setting NPG technical policies, principles and rules that establish the expectations for high standards of performance consistent with industry best standards and performance.

Responsible to provide oversight by monitoring work and performance results to ensure desired outcomes are met.

Responsible to support the plants by making additional resources available as needed to support emerging issues and augment special projects.

Ensures programmatic reviews of the EP program (onsite and offsite) are conducted as required.

Ensures the Agency Emergency Response Plan (AERP) is maintained.

Ensures the NPG Continuity of Operations Plan is maintained.

Ensures corrective actions are developed and implemented such that items identified by the NRC, INPO, QA, self-assessments, etc. are resolved.

Minimum Requirements

Education– Bachelor’s degree in an engineering, technical or scientific field of study; or equivalent education, training & experience.

Experience– Ten or more years of experience in the area of emergency preparedness programs including seven years of progressively responsible expertise in managing people and programs.

Knowledge/Skills/Abilities— Familiarity with nuclear power plant design and construction, operations, maintenance, and operations support preferred. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
