Job Description:

Position Overview

Provides management and direction for all procurement functions, including purchasing, expediting, supplier data control, supplier quality, and traffic, on the Hudson Tunnel project. In this role the incumbent develops, negotiates, executes, and manages Subconsultant Master Service agreements (MSAs), Task Orders (TOs), Sub Agreements, and Purchase Orders on the multi-year, multi-billion-dollar program.

Key Responsibilities:

  • Develop and negotiate MSAs in coordination with Joint Venture legal team.

  • Issue and manage MSAs and subsequent Task Order Authorizations for multiple Subconsultants.

  • Support JV various procurement efforts for other direct costs such as IT equipment, software, general and minor construction services, equipment and services, procurement credit card orders, for field supplies, equipment, and office supplies.

  • Setup online vendor management account and submit supplier requests for new Subconsultants/Subcontractors and/or manage changes to existing Subconsultants/Subcontractors list.

  • Maintain active insurance certificates, confidentiality agreements and collect background checks as new Subconsultants are awarded MSA/TO.

  • Prepares and issues Request for Proposals (RFP) for general construction services in support of the Hudson Tunnel Project.

  • Coordinates technical review of proposals with appropriate internal project staff. Submits Bid Analysis Summary to appropriate internal stakeholders and Procurement management for approval in accordance with established policies and procedures. Issues, or assists in issuing, purchase orders after securing required approvals.

  • Makes comparative analyses of price and delivery conditions, availability, and quality of material, and new sources of supply. Establishes and maintains auditable purchase order files.

  • Closes out purchase orders following confirmation of the successful completion of all contractual and procedural requirements. Performs other responsibilities associated with this position as may be appropriate.

  • Lead weekly project status calls with Parsons internal project leads (Project and Program Managers, other support staff) and regularly interface with the JV Project Team members outside of Parsons.

  • Maintain status tracking log of all Subconsultant/Subcontractor information, activity, documentation, awards, insurance, task orders, etc.

  • Proficient in maintaining detailed files, legal documentation, uploading documentation in an organized manner, and managing numerous incoming emails from multiple sources (Subconsultants, JV team, Parsons team, etc.). Organizational skills and attention to details are crucial.

  • Well versed in Microsoft Office 365.

  • Solid background and understanding of contract documents, terminology, along with experience collaborating closely with Legal Counsel in negotiating terms and conditions.

  • Professional acumen in communicating and leading meetings both with internal Parsons’ project personnel and those on the JV Team (outside of Parsons).

Additional Skills:

  • SAP Ariba experience

  • Knowledge and experience on projects within the New York and New Jersey Gateway Development Commission

  • Experience working in the New York City metro or able to support remotely

  • Keen attention to detail, self-initiative to formulate alternative solutions, superior organizational skills.

  • The ability to bring closure for outstanding action items and issues.

  • The ability to make sound and timely decisions in the best interests of the organization and client.

  • Supervisory experience preferred but not required.

Salary Range: $103,500.00 - $181,100.00
